Client State: DC JDa) What is the project or projects this person will be working on? The BusinessAnalyst will play an essential role in the TOPS replacement project, as well as other OCIO initiatives. They will be responsible for leading the Business ProcessReengineering requirements and drafting the statement of objectives for the new TOPS system. Additionally, they will help identify a robust cloud-based permitting solution with the rest of the OCIO leadership team. It's also the BA's job to ensure the preservation of historical data from the existing TOPS system and to support the change management process for the implementation of the enhanced DDOT TOPS system. All these responsibilities are integral to the success of the TOPS replacement project and its associated initiatives. b) What is the desired outcome of the project? The DDOT OCIO has determined that migrating its legacy systems to an enterprise-class, cloud-based platform will enable it to meet these requirements and improve the permitting experience of its customer base. The program will also act as a catalyst to accelerate DDOT's required transformation to achieve the moveDC and Vision Zero goals. c) What is the delivery timeline, and what phase is the project currently in? The delivery timeline for the TOPS replacement project is Jan 2024. The Business Analyst will be involved in all phases of the project. i. Phase 1: Business Process Re-Engineering a. Task 1: Document the “as-is” TOPS business processes b. Task 2: Develop an implementation plan for recommended permitting business process and system changes (Current phase) c. Task 3:Develop the statement of objectives ii. Phase 2: Issue RFQ for New PermittingSolution iii. Phase 3: Onboard contractor for system migration, configuration, andintegration iv. Phase 4: Launch new TOPS system to the public. v. Phase 5: System maintenance and operations Position: d) What caused the need for this position?The need for a Business Analyst has become increasingly important for the District Department of Transportation (DDOT). With the implementation of various IT systems and solutions, the organization needs to ensure that these systems are aligned with the overall business strategy and goals. To do this, there needs to be qualified personnel to address scalability, maintainability, and security. Most recently, DDOT has been engaged in a new permitting system solution with the goal of reducing costs and increasing efficiency. The Business Analyst is responsible forimproving governance of DDOT's IT systems to better meet the needs of the organization. This includes overseeing and coordinating multiple DDOT systems, such as TOPS and other systems, addressing any issues that may arise, andleading the implementation of the TOPS replacement project. The Business Analyst will need to be well-versed in IT systems governance and management, as well as can effectively communicate and collaborate with multiple internal and external stakeholders. They will be responsible for ensuring the systems in place are up-to- date and properly maintained, while being able to identify new technologies and solutions that can help improve the organization's operations. The Business Analyst will need to be able to analyse, document, and report on any problems or risks associated with the systems in place, as well as any potential solutions, and present these findings in a concise and organized manner to management. They will also be responsible for making sure the systems are compliant with any applicable laws or regulations, as well as ensuring proper security protocols are in place. Finally, theBusiness Analyst will need to stay abreast of any changes in the IT industry, staying up to date on the latest technologies and processes, and ensuring that the systems in place are properly optimized to maximize efficiency and cost-effectiveness. e) What is the technical environment? DDOT's IT environment is designed to provide a secure, high-availability environment for Business Analysts to work with the latest technologies related to transportation. This includes permitting solutions, GIS solutions, Microsoft Azure, and various software development tools. The team is encouraged to stay up to date with the latest technologies and best practices through regular training and development opportunities, so they can remain ahead of the curve and provide the best possible solutions. This environment allows DDOT to remain at the forefront of the ever-evolving government IT industry, as well as providing a safe and reliable place for employees to work. f) What tools and technologies will this contractor be working with precisely, and in what capacity?The Business Analyst will oversee utilizing a variety of IT tools to help DDOT with the design, development, testing, and deployment of its systems. These tools could include enterprise architecture frameworks, modelling tools, business process management software, project management tools, cloud-based platforms, software development tools, data management and analysis tools, and communication and collaboration tools. All these tools will help in managing the scope, schedule, and budget of OCIO projects, as well as with the implementation of the new system.
