The candidate works with internal and external stakeholders to conduct evaluation and research to inform and identify target audiences; messaging and dissemination plans to increase public awareness of anti-human trafficking programs; and outreach to individuals who may be at risk or experiencing human trafficking. The candidate also supports special projects and initiatives to further the mission of the Office and the Prevention Division.The Prevention Division develops cutting-edge training, technical assistance, promotes survivor engagement, raises public awareness, facilitates regional outreach and coordination, and develops and disseminates prevention education resources with the ultimate goal of assisting communities and programs to build capacity to increase identification of victims, implement trafficking prevention efforts, and coordinate education and outreach efforts. The Division oversees the National Human Trafficking Training and Technical Assistance Center (NHTTAC), prevention education programming, and the National Prevention Action Plan, the SOAR to Health and Wellness program, and the Look Beneath the Surface Public Awareness Campaign and Communication which includes OTIP’s website content and conference and meeting planning and representation. The Prevention Division primary objectives are to:

Develop cutting-edge training, technical assistance and professional development opportunities for grantees, health care and allied professionals, and survivors of human trafficking

Promote Survivor Engagement in programming and activities

Raise public awareness of trafficking and anti-trafficking programming

Facilitate and coordinate regional outreach to further OTIP’s anti-trafficking objectives

Develop and disseminate prevention education resources that assist communities and programs to build capacity to increase victim identification

Implement trafficking prevention efforts

Duties include:

Works with cross-functional teams and OTIP leadership to develop and implement targeted messaging, outreach strategies, and awareness and education campaigns

Coordinates events and activities surrounding prevention efforts such as conferences and trainings

Assists in the drafting, updating and dissemination of the Prevention Action Plan

Gathers and compiles data for meeting presentations, reports, and other data inquiries

Coordinates clearances and approvals through proper HHS and ACF leadership channels

Assists with HHS-wide efforts to commemorate National Human Trafficking Prevention month

Develops guidance for grantees and stakeholders on effective awareness and outreach efforts using OTIP’s campaign materials

Gathers data, anecdotes and other information for reporting and outreach purposes

Develops and manages content for OTIP digital platforms

Other duties, as assigned.

Education:

Bachelor’s degree in Public Health, Communications with a focus on violence prevention or health communications, or a related discipline. Advanced degree preferred.

Qualifications:

Experience designing and implementing health communications campaigns, experience in public health and violence prevention campaigns preferred

Understanding of health communication theory, practices, and activities

Experience developing materials for diverse audience segments, including children and youth, professionals, and survivors of violence

Understanding of how to incorporate principles of diversity, equity, and inclusion in campaigns

Experience implementing trauma informed and person-centered campaigns

Experience in digital media strategy and implementation

Knowledge of 508 compliance and accessibility

Knowledge of Plain Language

Experience designing and implementing digital media strategies

Experience assisting in outbound and inbound marketing activities through events planning, advertising, optimization, and content development

Competencies in desktop publishing skills and graphic production and design

Excellent communication and writing skills

Strong problem-solving skills

Ability to analyze and present data
