Data Analyst to support a Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) contract in Washington, DC.Work arrangement: Hybrid Clearance: Must be a US Citizen and be able to obtain/maintain a Top Secret clearance. Active clearance is desirable.Responsibilities:- Provide research and support to the implementation and administration of IT systems (SharePoint, InfoPath, Xerox, Spreadsheets) into the Personnel Security Division (PSD) processes.
- Support and monitor system performance to identify any potential weaknesses and ensure continuous efficiency improvements of the PSD's programs.
- Support PSD and IT system personnel who possess knowledge of security requirements to make continuous data assessments and process improvement recommendations to management relating to the PSD's operations.
- Develop and implement data analyses, data collection systems, and other strategies that optimize statistical efficiency and quality
- Monitors data transfers to ensure information integrity, evaluates PSD process timeliness goals, and works with IT to identify potential issues that need to be corrected by IT system owners.
- Assist IT in training and mentoring PSD personnel on the use of best practices.
- Maintain reports and files containing IT access for PSD staff; develop lines of communication to keep PSD staff informed of IT actions, initiatives, and potential issues; report all troubleshooting and potential IT issues across multiple ATF directorates.
- Conducts both quantitative and qualitative analyses, assessments, and evaluations of the PSD's security programs and initiatives.
- Monitors PSD activities, accomplishments, and customer satisfaction; prepares reports using PSD-required software; coordinates the development and execution of plans; and makes recommendations regarding procedures, policies, and workflow of the PSD.
- Evaluates, recommend, develop, and/or modify new and ongoing procedures to improve and/or streamline PSD activities.
- Researches and analyzes Federal laws, regulations, and guidance relating to the PSD programs; keeps abreast of ongoing personnel security reform efforts, mandates, and guidelines.
- Develops thorough policies, operating procedures, and manuals with this assistance and guidance from PSD personnel.
- Researches existing reports, files, directives, etc. in order to obtain accurate and relevant information.
- Leads or participates in complex studies, in-depth projects, and working groups.
- Provides technical advice regarding the development of briefing papers, operating procedures, planning, coordination, and program development.
- Prepares and presents detailed analyses, findings, and recommendations to PSD management; and
- Clarifies assignments and program responsibilities with PSD personnel using well-developed oral communication skills; similarly, participates in discussions; and advises on and recommends changes to policy, regulation, procedures; and other important program matters.
- Proven working experience as a Data Analyst or Business Data Analyst
- Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy
- Experience in IT technology-related environment
- Strong communication skills written and verbal
- Able to interact with all levels of personnel, strong interpersonal skills
- Proficient in MS Office Word, Excel, Access, PPT, and Outlook
- Strong problem-solving skills
- Organized and detail-oriented; able to meet tight deadlines
- Must be a US Citizen; ability to obtain/maintain a government-issued clearance. Active Top Secret is preferred
- Bachelor's degree in Computer Science or Information Management preferred, or equivalent education and work experience, 2 to 4 years minimum
