This is a
remote assignment with the exception of coming into the office one (1) day a week at FHFA’s facilities located at Constitution Center, 400 7th Street SW, Washington, DC 20219 (Next to Metro ). SCOPE FHFA requires Contractor support to perform data collection, entry, organization, analysis,and research for various deliverables. FHFA also requires the Contractor to contribute to thedevelopment of presentations, reports, surveys, and tools for OEOF’s review and approval. Inaddition, FHFA requires the Contractor support to summarize information from varioussources for different types and levels of consumption as well as perform validation checks.The Contractor support employee will receive technical direction from the ContractingOfficer’s Representative (COR). This support requires analytical, problem solving, and communication skills with a keenattention to detail. The Contractor should be able to adapt to change quickly and effectivelyand must be able to work independently to prioritize work as well as collaborating as a teammember. PERSONNEL EDUCATION/EXPERIENCE The Contractor shall possess excellent critical thinking, verbal and written communicationskills, and organizational skills. Further, the Contractor shall assure the confidentiality ofhighly sensitive data/information for any work performed for the duration of the contract.Finally, the Contractor shall be committed to working independently and as a team memberin a shared mission culture. The Contractor support employee shall possess the following minimum qualifications:o Bachelor’s degree in social science or related majorso Professional experience serving as a data analyst with the private or public sectoro Experience and background in analyzing workforce demographic data for thepurposes of equity/diversity analyses The following qualifications enhance the competitive value of the candidate: o 1+ years of professional experience as a data analysto Knowledge of and experience in:o Microsoft Excel including formulas such as v-lookups, pivot tables, and charts;o other Microsoft Office applications including Microsoft Word and MicrosoftPowerPoint;o SharePoint including lists and surveys;o Adobe Acrobat Pro;o Tableau, SAS, SQL, Oracle, or other analytic and visualization tools orprogramming languages;o data cleansing;o data validation;o reconcile multiple data sources;o compile data from multiple sources;o research to support narrative writing;o research of metrics and data in a variety of forms;o designing charts and graphs for a marketing context;o analytical report writing;o project management experience;o writing for executive level audiences; ando experience writing reports for the Federal government. The Contractor shall assist with data analyses concerning various matters data analysesrequirements under MD-715 for purposes of the agency identifying triggers and obstacles tothe employment of discreet workforce populations. The contractor shall be required to gather,summarize, and verify information used to populate reports or other deliverables. Thedeliverables will be geared toward various audiences, including Congress, leaders and staffinternal to the FHFA, and the public at large. The Contractor will pull and analyze workforcedemographic data and other human capital data needed for the purposes of responding tocomplaint discovery requests, interrogatories, Congressional inquiries, barrier analyses underManagement Directive 715 and assisting FHFA with our Affirmative Employment goals ofthe EEOC. Data will be stratified by demographic population using data collected from theworkforce and applicants to FHFA. These data points will be used in data analytics projects,barrier analyses, and discovery/interrogatories in EEO Complaints of Discrimination.Request may be made for demographic data analyses, data draws, data visualization, datapresentations, and reports that require the presentation of demographic data, as needed.Requests may be made to produce the Management Directive 715 data tables for annualreporting to the EEOC. Requests may be made to review prior analyses, to understand trends,patterns, areas of opportunity for the agency to improve equity in the FHFA workforce,application and employment life cycles.- ID: #49360929
