Data Scientist II (Secret Clearance Needed)

Qualifications Minimum of four (4) years of hands-on experience in task areas assigned, and familiarity with Data Science technologies, standards and methodologies and; Preference of Bachelor's degree, or higher, in Data Science, Computer Science, Mathematics, or a related field. Minimum of two (2) years serving in a data scientist role applying subject matter knowledge directly related to data analytics, data modeling, visualization, and application development. Additionally, a Data Scientist shall have the ability to resolve problems, which necessitates an intimate knowledge of the related technical subject matter. Strong customer service skills and team building skills, and the ability to collaborate within a cross-functional team. Ability to research and resolve problems efficiently and accurately with knowledge and experience of IT assessments and audits. Performs detail-oriented task independently. Excellent written and verbal communication skills. Experience providing project briefs to senior executives. Be comfortable using technical tools to support activities in data modeling and development of modern methods and best practices to answer a variety of data and audit issues. Be able to advise users on access to various client/server databases. Have strength in collaboration and teamwork within, between, and across organizational boundaries, including experience engaging with management, colleagues, data architects and end-users to define need and business requirements for a project. Have knowledge and skills in obtaining information from others and applying analytical techniques to analyze, evaluate, recommend, and implement sound and effective solutions to problems. Possess proficient communication skills including the ability to explain technical content to non-technical audiences, conduct interviews, develop and present issues, and draft written reports of findings and recommendations to improve the effectiveness and efficiency of program administration and operations. Be able to work independently to develop and recommend solutions for a wide range of issues or studies concerning the efficiency and effectiveness of DHS operations and programs. Have demonstrated strength in consistently achieving goals and objectives, including pushing to achieve stretch goals and continuous learning. Be comfortable using technical tools to support activities in data modeling and development of modern methods and best practices to answer a variety of data and audit issues. The below skills are required for Data engineer,

• Consultant shall use data mining and analytics techniques that include heavy reliance on obtaining access to disparate information systems; large, complex databases; supplemental reports; data dictionaries; and information from interviews of subject matter experts.
• Consultant shall utilize programming/query languages to facilitate accessing, analyzing, and exporting data to solve known business problems and/or demonstrate patterns, trends, relationships, and anomalies of particular interest or concern.
• Consultant shall facilitate and process requests from internal stakeholders for specialized and/or customized reports, visualizations, or tools including complex queries involving multiple data sources and analyzing data in new and creative ways.
• Consultant shall have experience in statistical analysis/modeling, simulation, link analysis, and geospatial software for social network analysis, fraud risk assessment, and other data analysis and visualization tasks. Use natural language processing and text mining software (for example, Python's Natural Language Processing Toolkit and related or similar libraries) to perform analysis of a wide variety of unstructured text sources (e.g. web pages, new sources, reports, etc.).
