SUMMARY OF DUTIES:

The Director - Portfolio Delivery & Controls will lead a world class horizontal IT service organization responsible for providing program management and IT controls support for three vertical IT engineering organizations. This position will lead two teams, one containing a cadre of project/program managers focused on delivery, the second charged with maintaining IT/project/financial controls and continuity across all three engineering verticals.

The Program Delivery team will provide project and program management expertise and support across the broader portfolio. They will apply a consistent and repeatable set of standards and processes for managing scope/schedule/budget/quality based on Project Management Institute (PMI) best practices and Amtrak's Project Lifecycle Management (PLM) framework. Delivery team members will support a variety of capital projects for onboard Wi-Fi, Train-to-Ground (T2G), third-party Distributed Antenna System (DAS) deployments, Network Data Services, Passenger Information Systems (PIDS), Onboard Information Systems (OBIS), and IT/OT convergence projects.

The IT Project Controls team will consist of a cadre of Financial Planning & Analysis (FPA) analysts, Systems Analysts, Quality Assurance Analysts, contract specialists, and technologists. The team will manage capital and Opex budgets at a portfolio-level, as well as apply consistent compliance standards and controls across the board to ensure that engineering verticals fully meet PLM compliance requirements and that forecasts closely mirror actuals.

The Director will provide thought leadership, portfolio guidance, and direction to senior executive leadership on capital improvement program initiatives that tie directly into Amtrak's broader technology roadmap. S/he will maintain responsibilities over a $50M+ combined annual capital and operating budget, including capital planning, forecasting, process improvements, capital intake management, and portfolio-level reporting to senior executive leadership, Amtrak's Board of Directors, and the Federal Railroad Administration (FRA).

This position is a critical, IT leadership role with broad portfolio-level responsibilities. It requires a disciplined approach to portfolio management, a strong understand of PMI best practices for managing scope/schedule/budget, expertise with rolling up and reporting information at both a tactical and strategic level, and a singular focus and drive towards transformational change, innovation, and continuous improvement. S/he will also need strong people management, leadership, collaboration skills, and emotional intelligence.

ESSENTIAL FUNCTIONS:

•Develop, mentor, and lead a diverse, multi-disciplined IT horizontal service organization charged with portfolio delivery and IT controls

•Maintain overall portfolio-level accountability for three vertical IT engineering service organizations:

-Manage a $50M+ combined annual capital and operating budget

-Partner with vertical Service Owners to drive/support service delivery

-Support strategic planning and 5-yr roadmaps for capital improvements

-Execute and deliver on portfolio of capital and operational work

-Establish portfolio-level capital intake and prioritization processes

-Establish weekly management and reporting cadence for all work

•Drive process improvements, innovation, and transformation efforts for project controls and project/program management support functions

MINIMUM QUALIFICATIONS:

•15+ years of relevant project/program management work experience and expertise delivering process improvements with performance measurement

•Expertise with capital planning, forecasting and budget submissions

•Demonstrated experience managing complex, high-dollar capital investment improvement programs in Information Technology

•Demonstrated expertise working across technical delivery teams, outside suppliers, and with business stakeholders to deliver complex IT programs

PREFERRED QUALIFICATIONS:

•Previous experience with wireless technologies (e.g., Wi-Fi) preferred

•Experience with Amtrak safety protocols such as "blue flag" and familiarity with Amtrak rail maintenance yard facilities and processes

•Expertise working across IT teams and business units preferred

•Prior experience as a people manager directing employees and providing coaching, performance reviews, and career development
