Job Description

ANALYGENCE is supporting the USAIDManagement Bureau Office of Acquisition and Assistance (M/OAA) with services for foreign operations. The Junior Acquisition and Assistance Specialist provides professional acquisition and assistance (A&A) support to designated overseas USAID Mission(s).

  • Responsible for entering appropriate contracts and grants information into client’s A&A planning and financial systems and for maintaining, reconciling, and ensuring the accuracy of contract\grant award information in the relevant award database(s).
  • Review requests for obligation in USAID’s Global Acquisition and Assistance System (GLAAS) for accuracy prior to proceeding with the procurement process.
  • Prepare all award files for the review and approval of the client’s Contracting/Agreement Officer.
  • Responsible for distribution of contract and grant documents to implementing partners, field missions/offices and other stakeholders.
  • Serves as the main point of contact for both external and internal data calls. This includes the organization of the official A&A files for year-end audits.
  • Assist with monitoring Contractor performance and resolving problems.
  • Assist in the close-out of existing contracts and with the maintenance of official contract files and documentation.

Qualifications

  • Must be available for domestic assignments as well as overseas deployments within two to four weeks’ notice.
  • Must successfully complete government background investigation for facility access. (Current Secret clearance preferred)
  • Has a minimum of a high school education (associate degree or higher preferred).
  • Possess basic experience in contract and acquisition management, knowledge of Federal Acquisition Regulations (FAR) and uniform administrative requirements for assistance in 2 CFR 200, and experience with USG or international donor policies and procedures.
  • Strong word processing and spreadsheet skills to support the variety of documentation required by the Contracting and Agreement Officer.
  • The ability to apply contracting and assistance regulations, procedures, and policies to acquisition and assistance programs.
  • The ability to manage the competition phase of new agreements and contracts of moderate complexity, and to perform cost or price analysis in both a competitive and non-competitive environment.
  • Good analytical, negotiating, and time management skills, along with strong proofreading skills.
  • Ability to work effectively with individuals from diverse backgrounds and perspectives.
  • Have working language proficiency in the country being supported. (Preferred but not required)
  • Must be medically fit for overseas deployment.
