Position Summary

The Junior Program Assistant will primarily support the USAID GH, the Office of Program, Planning and Policy (GH/P3) as a Credence Institutional Support Contractor (ISC). In this role, the selected candidate will support P3 technical and management staff, performing a variety of both complex and routine administrative, management, and analytical duties. These duties range from administrative-type tasks such as scheduling briefings and meetings and maintaining program files, to more complex analytical-type tasks such as collecting, compiling, and analyzing data for various program documents and designing and preparing documents for P3 staff and senior management. The Junior Program Assistant responds to tasks in order of importance and impending deadlines and handles several tasks simultaneously. The Junior Program Assistant will develop working knowledge of USAID policies and guidelines, as well as corporate practices and procedures.

GH is the USAID/Washington operating unit charged with providing technical support to improve the health of people in the developing world by expanding health services, including family planning/reproductive health and maternal/child health; strengthening health systems; and addressing HIV/AIDS, malaria, tuberculosis, avian influenza, and other public health threats. GH's primary role in the health program area is to strengthen field operations, promote research and technical innovation, and provide leadership and training.

Within GH, P3 leads the Bureau review of strategic plans and coordinates their approval. Additionally, P3 liaises within the Agency and with the Department of State regarding Agency strategy, policy development, and implementation. P3 leads the Bureau in program planning and performance monitoring, facilitates periodic data collection, conducts analyses, and provides written inputs for annual reports and other Agency performance reporting requirements. The Office serves as the primary GH resource for USAID monitoring and evaluation policies and practices; oversees implementation of the Bureau monitoring and evaluation plan; and analyzes and disseminates evaluation findings, conclusions, recommendations, and best practices as appropriate. P3 provides analyses for country and GH planning and portfolio reviews and supports planning efforts for the Bureau and in GH technical offices.

Responsibilities

  • Support personnel functions including, but not limited to: awards development, submission, and tracking; Annual Evaluation Forms and other evaluation support and tracking; and hiring action tracking and support.
  • Manages administrative and information tracking systems, including the design and maintenance of spreadsheets and databases to support these systems. Maintains program files and tracks activities to ensure that schedules and deadlines are met.
  • Provides support to program and technical staff and makes recommendations for action/info memos and correspondence both at the Bureau and Agency level.
  • Conducts ad hoc analysis of management data.
  • Develops briefing materials as requested for Bureau and Agency leadership.
  • Participates in all relevant technical and managerial meetings for the purpose of assisting in management duties.
  • Schedules meetings, books physical and virtual rooms, and compiles documents for meetings.

Qualifications

  • Bachelor's degree and 1 year, Associate's and 3 years, or High School and 5 years of professional experience.
  • U.S. citizenship and the ability to obtain and maintain a secret security clearance is required.
  • Must have excellent Microsoft Word, PowerPoint, Google Docs and Gmail skills.
  • Must have intermediate excel skills and have experience.
  • Must have a proven ability to learn new databases applications and other software programs as needed.
  • A demonstrated interest in program and process management, and/or business administration is highly desirable.
  • Must have excellent writing skills in English. Oral and written communications skills and the ability to read, analyze, and interpret general business periodicals.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Must be able to be assertive and to make new relationships.

Full salary range for this position is: $45,900 to $80,860 per year with the starting salary determined based on candidate's knowledge, skills, experience, and education, in addition to budget availability.
