DescriptionMust have an active DOE Q or active DOD Top Secret to apply!Leidos is looking for a high performing candidate to fill a Policy Analyst position supporting the nation's nuclear deterrence mission with the National Nuclear Security Administration (NNSA) Office of Defense Programs (DP). Working with a high caliber and dedicated team, you would be accountable for maintaining efficient operation of the NNSA organization by facilitating office operations and deliverables related to work with the Nuclear Weapons Council (NWC). With the tools and information provided to you, you will maintain current awareness of the NNSA office and NWC structure and leadership and coordinate with federal program managers, contractors, and action officers to meet programmatic requirements and resolve issues critical to an efficient front office. This position is a full-time contractor position located in the NNSA offices in Washington, DC.Primary Responsibilities:

Research, draft, and review technical and programmatic briefings, status papers, white papers, narratives, analysis, and other deliverables that are both periodic and ad hoc in nature such that they are clear, complete, and thoroughly convey complex program and technical issues for use in decision-making.

Communicate with high-level officials in NNSA, the Department of Defense (DoD), and other federal agencies, state and local governments, industry, and academia on program and technical issues of immediate interest.

Develop and maintain the Process Action Plan to streamline NWC operations and support. Train and assist organizational elements in each aspect of the process.

Provide strategic communications support to senior leadership to ensure consistent messaging for senior leaders and external stakeholders including developing responses to Congress, executive NNSA managers, stakeholders, and customers to solidify support.

Advise and assist the NNSA NWC Executive Action Officer (AO) on all matters related to NNSA’s activities to plan, coordinate, control, and ensure delivery of products (e.g. schedules, briefs, analyses, point papers, reports) for all NWC subcommittee assignments to NNSA.

Provide support to NWC AO Working Group meeting by generating meeting notes, analyses, status reports, and briefing materials.

Provide technical, analytical, and project management support to the NNSA NWC Executive AO, ADAs, functional managers, and subject matter experts (SMEs) on all NWC-related assignments and Defense Programs mission work. Establish and maintain a daily dialogue with the NWC support staff within Office of the Assistant Secretary of Defense (OASD)/Nuclear Matters.

Maintain the NNSA NWC Work plan and NNSA/DP program communications for internal coordination and distribution to NNSA ADAs, functional managers, SMEs, and NWC subcommittee members

Prepare for and attend NWC prebriefs - take notes and share them with the NNSA NWC Executive AO. Collect, interpret, and act on relevant action items for NNSA NWC Executive AO, ADAs, functional managers, and SMEs review and approval. Forward all applicable documentation (meeting materials, finished reports, letters, etc) to OASD/Nuclear Matters as directed by the NNSA NWC Executive AO.

Receive, review, prepare, and coordinate reports and coordinate for principal member signature. Secure NWC and NWCSSC member votes on letters, memorandums, and other program reports, as required. Prepare/revise templates for use. Develop, coordinate, and distribute all Defense Programs and NWC-related reports, letters, Congressional testimony, and other NWC related support materials. Participate in all annual report cycle activities.

Work with staff from the NNSA Executive Secretariat and DOE Executive Secretariat offices for process reviews/concurrence on packages (e.g., policy and position papers, joint NNSA/DOE and DoD reports) bound for the NNSA Administrator and/or Secretary of Energy.

Apply proper safeguards for storage, distribution/transmittal, handling, and destruction of all NWC and DP-related/generated classified media (e.g., letters, memorandums, reports, books, binders, CDs/DVDs, etc).

Manage and control the content of materials in safes in accordance to the Records Management Handbook.

Manage and administer all content maintained on the NNSA NWC Executive AO website; provide content management and configuration control for the site.

Required Education, Experience & Other:

Active DoD Top Secret or DOE Q clearance

Bachelor’s degree in related field with 5+ years of relevant experience or Master’s degree in related field with 3+ years’ experience.

Demonstrable experience with written communication, briefings and reports for senior and executive management.

Experience supporting federal programs and managers.

Experience coordinating and collaboration with the National Security Enterprise complex federal managers, contractors, and partners.

Outstanding verbal and written communication skills.

Outstanding organization and time management skills.

Experience in reviewing and editing briefings and reports for consistency in style, formatting, and messaging.

Strong Microsoft PowerPoint and Excel skills

Preferred Qualifications:

Experience within NNSA preferred, experience within NNSA Office of Defense Programs

Knowledge of Microsoft Sharepoint and video conferencing tools (e.g., Cisco WebEx, Zoom, Teams, etc.)

Knowledge of formal records management policies and procedures
