Role: Program ManagerLocation: Washington, DCClient: State government of DC The Client seeks an experienced IT consultant (at least 16+ years of experience) to design and execute a logistical framework for grant funded programs, including performance metrics, data and compliance assessments. The client seeks an experienced IT consultant to:-Establish a process and framework to increase productivity and compliance, raise capability, and improve communication and governance with stakeholders, including DC Government agencies and City Council for major grant-funded programs Federal Stakeholders-Provide oversight and governance focused on transformative strategy, management, performance measurement services to public sector organizations to drive enterprise transformation and generate evidence of program results and impact. The consultant shall:1. Plan and oversee the objectives and performance measurements for public and non-public sector partners.a. Engage with partners to promote ownership and behavioral change in support of the plan and improved performance across the sector.b. Provide constructive recommendations to the existing program and process in order to achieve the best outcomes for our residents and other stakeholders.c. Work with the Chief Technology Officer (CTO) and executive team to establish a program management governance structure that includes key performance indicators and milestones for OCTO and other stakeholders as pertains to the program.d. Pursue evolution of the program in order to define any sector challenges and explore ways to address them.2. Execute program and grant management duties including identifying deliverables and communicating them to leadership and relevant stakeholders. a. Prepare briefings and high-level reporting to DC Government agencies, executive leadership and City Council.b. Coordinate the schedule within OCTO’s executive team in order to shepherd deliverables through the approval process. c. Collect program status information, work plans, and deliverables from program staff, and provide a bi-weekly status report that also includes notification of any major issues facing the project and any outstanding decisions that are under consideration by the project team.d. Lead and provide subject matter expertise consultancy to the program team. e. Consolidate and analyze the data collected, comparing results to set baseline and communicate status to the management for review.f. Implement corrective action, if required, as decided by the management through the process of change management. CONTRACT LABOR CATEGORY-Responsibilities:1. Organizes, directs, and manages contract operation support functions, involving multiple, complex, and inter- related project tasks.2. Manages teams of contract Support Personnel at multiple locations.3. Maintains and manages the client interface at the senior levels of the client organization.4. Meets with customer and contractor personnel to formulate and review task plans and deliverable items. Ensures conformance with program task schedules and costs. Minimum Education/Certification Requirements:Bachelor’s degree in Information Technology or related field or equivalent experienceMasters in Business Administration or equivalent experience.
