The Program Manager (PM) will be based at one of three Amentum sites in Iraq and serve the Base Life Support Services (BLiSS) contract in support of the U.S. Department of State. This position will be responsible for management of the labor workforce, utilizing resources to accomplish operation requirements in an environment that requires flexibility, adaptability, and responsiveness to meet overall requirements of this contract. The PM will assist and report to the Program Manager in the management of multiple geographical sites and functions to support critical client mission activities and will have full authority to act on behalf of Amentum in absence of the Program Manager on all contract matters relating to the daily operation of this contract. The duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all inclusive.DUTIES:· Responsible for maintaining a safe workplace and ensuring that safety is the highest priority in the workplace.· Comply with all Environmental Health & Safety and Quality Assurance requirements and goals. Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.· Perform duties as the Amentum authorized representative for the overall performance of all services required under this contract to include direct oversight and management of subcontractor performed contract services.· Act as the secondary Point of Contact (POC) for contractual or administrative questions or difficulties that arise related to the contract, interfacing with the CO, COTR, and Government leadership on a daily basis.· Ensure continuity of support during Amentum personnel changes.· Manage and implement the Program Management Plan.· Assist with overseeing and execution of the contract Transition Plan.· Work closely with the CO, COR and DoS Sr. Facilities Manager in support of on contract growth opportunities.· Serve as the on-site point of contact for formal discussions with subcontractors, including frequent interaction with the intent to sustain and foster positive relations.· Monitor cost control, financial reports, budgeting, and overall operating cost.· Oversee the coordination of work priorities and monitoring of methods, procedures, and programs.· Recommend, develop, implement, establish, and enforce procedures and programs to increase efficiency and improve cost-effectiveness to the program.· Adhere to company and government processes, regulations, and statutes.· Participate in the negotiation of Contract and contract changes.· Develop reporting formats and issue to COR or delegate.· Establish milestones, monitor adherence to master plans and schedules, and identify program problems and obtain solutions, such as allocation of resources or changing contractual specifications.· Coordinate subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions.· Direct, mentor, and train a diverse employee population assigned to the program.· Perform additional duties and projects as assigned.REQUIRED:· Minimum Acceptable Experience Level:· Fifteen (15) years’ experience in program management of life support services.Five (5) years’ experience in large facilities with contingency operations, expeditionary logistics, and/or supply chain oversight and management.· Five (5) years’ international experience in challenging locations, preferably the Middle East.Knowledge, Skills, and Abilities:· Demonstrated capabilities to responsibility manage over $100M of P&L annually, a large team, and several hundred employees.· Proven experience should include capabilities in service areas to include logistics for provision of food and fuel, MWR, airfield operations including weather forecasting, food preparation/service of 3 meals per day in multiple locations, transportation/shuttle service, physical security, quality assurance/quality control, and personnel housing management.· Successful management of subcontractors in multiple sites, in geographically dispersed locations.· Ability to evaluate financial program effectiveness; develop/maintain financial control mechanisms and manage a multiple line item budget.· Ability to collect, analyze, and summarize data and to prepare clear and concise reports.· Ability to effectively collaborate with international and headquarters staff, as well as a sensitivity to other cultures.· Ability to exercise sound judgment and make decisions independently.· Knowledge of principles and processes involved in supporting contract responsibilities at an overseas facility.· Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.· Cross-cultural sensitivity with an international perspective.· Excellent organizational and time management skills.· Excellent computer skills, specifically in Microsoft Word, PowerPoint, and Excel.· Ability to become an active and functioning member of a team.· Ability to be innovative and be an agent for change.· Expert communication skills to facilitate and disseminate information.Education : A Bachelor’s degree in a related field or six (6) additional years of related work experience.Licenses and Certifications : Valid drivers’ license from Home of Record.Security Vetting: Already possess a US Government issued security clearance or Moderate Risk Public Trust (MRPT) prior to being hired is required for the position. Must maintain eligibility at the required certification or clearance level for the duration of the contract.Language Skills: Satisfactory English proficiency to meet job requirements and to adhere and comply with safety, health, and security measures.Citizenship: US Citizenship is required.Medical: Successfully complete medical and dental examinations as required for deployment to Iraq.WORKING AND LIVING CONDITIONS:This position may be located in a war zone, in an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120- 130 degrees Fahrenheit/50-55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to Iraq for extended periods. Work schedules are a minimum of 6 days per week and 10 hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors.
