SUMMARY OF DUTIES:

The Program Manager is responsible for delivery of large-scale moderate to high-risk programs, with multimillion dollar cost impacts and multi-year delivery schedules. Programs may encompass multiple projects, cross-departmental interfaces, multiple technologies, geographies and assets. Individuals in this role work independently with some indirect supervision and may work with matrixed project team members. The role requires regular analytical and metrics-based reporting to Executive leadership and other project stakeholders.

The Program Manager will report to the Sr. Manager, IT Program Delivery within the Enterprise Network Engineering & Convergence organization. S/he will provide project and program management support for three vertical IT engineering organizations. The Program Manager will work hand-in-hand alongside the Project Controls team to apply consistent project and program management delivery support to projects within the broader IT portfolio.

As a member of the IT Program Delivery team, the Program Manager will partner with IT Engineering technical SMEs to technical project management and oversight support for a $50M+ portfolio of capital projects and operational activities for onboard Wi-Fi, Train-to-Ground (T2G), third-party Distributed Antenna Systems (DAS), Enterprise Network Data Services, Passenger Information Systems (PIDS), Onboard Information Systems (OBIS), and Information Technology/Operations Technology (IT/OT) convergence strategic initiatives along the Northeast Corridor.

The Program Manager will manage all aspects of assigned projects including but not limited to establishing and maintaining project plans, facilitating meetings, maintaining Risks/Actions/Issues/Decisions (RAID) trackers, maintaining detailed trackers for budgets, providing monthly financial forecasts, producing monthly status reports, approving resource hours against WBSEs, producing supporting project governance artifacts to pass stage gate reviews, closing out projects at conclusion, facilitating lessons learned discussions with project stakeholders, and archiving project artifacts.

The Program Manager will be expected to manage multiple IT projects simultaneously, either as stand-alone efforts or as part of a program. S/he may be required at times to develop or review Statements of Work (SOW) in support of Requests for Information (RFI), Requests for Service (RFS), or Requests for Proposal (RFP). The Program Manager will interface routinely with various Technical SMEs, project team members, outside Suppliers, Contractors, IT & business stakeholders, and Amtrak Executive leadership.

The successful candidate must be organized, self-directed, and very detail-oriented. S/he must possess excellent interpersonal skills, work effectively both independently and as part of a team, and be capable of juggling competing priorities. This position requires expert-level project management experience working as a practitioner and a strong delivery focus. S/he should be well-versed with PMI's PMBOK standard terminology and guidelines governing project management best practices and be familiar with general concepts related to working within a Service-Oriented Organization (e.g., ITIL).

ESSENTIAL FUNCTIONS:

  • Hands-on technical project management of IT Engineering projects:Project initiation, planning, execution, monitoring/controlling, closing
  • Monthly project forecasts, timesheet approvals, invoices, accruals, etc.Project risk management (using RAID logs) and performance reporting.
  • Build and maintain baseline schedules and re-baselining as appropriate
  • Project bottom-up estimation of materials, labor, and travel & expenses
  • Facilitation of meetings, stakeholder communications and management
  • Producing high-quality deck-ware to support Executive-level meetingsandrequired project artifacts to present at stage gate reviews
  • Facilitate lessons learned discussions with project stakeholdersand mentor and coach junior-level Project Management team members.Other project/program related activities as required

MINIMUM QUALIFICATIONS:

  • Bachelor's degree with a minimum of 9 years of relevant experience, or any combination of relevant education and experience
  • PMP certification
  • Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project)
  • Experience working with technical delivery teams, outside suppliers, and business stakeholders to deliver complex IT programs

  • Capability to translate and communicate complex technical issues into language that senior business executives can easily comprehend

  • Must have work authorization in the United States
  • PREFERRED QUALIFICATIONS: • Master's Degree in Business, Information Systems, or related discipline
  • PgMP or professional certifications in areas that support best practices such as ITIL, CMMI, CSM, and/or SAFe Agile
  • Transportation industry experience
  • Familiarity with Amtrak's business

Work Environment:

  • Ability to support 24x7 systems operations and maintenance functions which could require night and weekend work to support incidents, outages, and/or planned production deployment functions
  • Hybrid remote/office working arrangement; some travel possible up to 5%
