Description
MetaPhase Consulting provides support to the Chief Information Office (CIO) at the US Agency for International Development (USAID). Our project teams work closely together with stakeholders from all divisions of the CIO organization and across USAID to implement solutions that meet customer needs. Our team's services span project management, customer engagement, business analysis, requirements gathering, process improvement, solution implementation, organizational change management, cyber, and supply chain risk management. MetaPhase is seeking a Senior Business Analyst with eight or more (8+) years of experience to join our USAID account and provide leadership across a variety of IT and digital enablement projects within the CIO's portfolio. Your role will involve processing numerous IT requests throughout the year. Responsibilities may include gathering detailed business requirements, creating strategic project plans and cost estimates, and working with stakeholders across the agency to implement solutions that meet customer needs. This is a highly client-facing role where you'll be communicating frequently with stakeholders within and external to the CIO's office. Candidates must work effectively in teams, be sharp, creative, well written, and articulate when speaking with senior client leadership. Basic Qualifications (Required)- 8+ years experience in federal government IT consulting
- Flexible to support a range of IT projects and ad hoc tasks from client leadership
- Intense curiosity for emerging IT trends and a passion for problem-solving
- Ability to learn new systems or processes quickly to communicate stakeholder needs and drive towards solution development
- Comfortable working with senior executive leadership and managing stakeholder engagement for high-visibility projects
- Excellent technical written and verbal communication skills
- Strong knowledge of the SDLC both Agile and Waterfall or similar development implementation frameworks
- Ability to obtain a Public Trust Clearance, U.S. Citizenship required (NO EXCEPTIONS)
- Understanding of or experience with ServiceNow platform
- Experience conducting/supporting testing of developed functionality prior to releases
- Experience preparing and assisting customers with User Acceptance Training
- Experience in international development and/or supporting international customers
- Knowledge of Federal IT mandates including FITARA and FISMA policies
- Holds relevant certifications in business analysis, project management, service management, or enterprise architecture (e.g. CBAP, PMP, ITIL, TOGAF, BPMN)
- Proactively engage with clients to identify challenges, recommend solutions, and manage expectations across different stakeholder groups
- Identify and solve the core business need, turning vague or aspirational business requirements into clear and concise functional and non-functional requirements
- Work on multiple projects simultaneously and translate stakeholder inputs into a comprehensive strategy and plan for each project
- Drive discovery and implementation efforts for maturing customer requirements and aligning proposed IT solutions to organizational objectives
- Facilitate strategic leadership alignment workshops and planning to keep all interested parties engaged in the project's success
- Demonstrate thought leadership and business savvy with the ability to make recommendations and tailor solutions for a diverse group of stakeholders
- Liaison between project teams, client leadership, teaming partners, and customer stakeholders to promote integration, collaboration, and innovative thinking
