SYSCOM’s client in the Department of Technology Services propose to engage a Senior IT Test Engineer Contractor to provide support for establishing a QACOE (Quality Assurance Center for Excellence). The Contractor will provide expertise on test strategy, test document review and writing, test automation, and regression test planning and execution.

Work Location: Hybrid telework schedule (minimum 6 days/month or 1 – 2 days/week - onsite in Washington DC, unless otherwise directed. Green card holders allowed.

Project Duration: Approximately 8 – 10 months

The Test Engineer candidate shall have demonstrated experience in the following (Required):
  • Bachelor’s degree in Computer Science or a related degree in the IT field or equivalent experience
  • At least 10 years of experience in all task order applications and technologies
  • Experience with software testing on both Windows and Linux based operating systems
  • Experience with testing in a hybrid environment with cloud based and on-premises applications
  • Simultaneously works on several complex assignments, some requiring collaboration with external groups
  • Experience building test environments on cloud platforms (e.g. Microsoft Azure and Amazon EC2)
  • Experience in developing a Requirements Traceability Matrix (R TM) using bidirectional traceability approach
  • Possess strong analytical and research skills
  • Must have at least ten years of progressively responsible experience in the Quality Assurance arena as a Test Engineer, Automation Test Engineer, QA Analyst, Test Lead, or a combination of these.
  • Possess clear, concise, and effective verbal and written communication for creating QA related documentation, such as: QA Test Strategy, RTM, Test Cases, Test Reports, and Test Automation Assessment
  • Work independently and meet deadlines for assigned tasks
  • Experience with test automation tools, such as: Selenium, Browserstack, Katalon, and Appium
  • Experience with Workday or Coupa a plus, but not required

Key Responsibilities include, but are not limited to:
  • Research and develop test procedures and standards to meet TS needs, then update the QACOE Test Strategy accordingly
  • Assist in developing test strategies to meet TS quality goals using industry best practices
  • Develop a test environment management process and review the current test environment set-up for TS applications
  • Review implementation of defined processes for TS applications, record findings and make recommendations for changes to those processes, as needed.
  • Understand each TS application architecture and functionality
  • Review existing test cases and update them as needed
  • Understand the process to identify automation candidates
  • Research and document findings on available automation tools
  • Understand the test data needs and review the current test data preparation process
  • Develop a regression test approach that incorporates automation
  • Review the defect trends in system testing, user acceptance testing and production environment
  • Consolidate findings on test automation assessment and provide inputs
  • Subject matter expert providing testing expertise for support of user requirements of complex to highly complex software/hardware applications.
  • Directs and/or participates in all phases of risk management assessments and software/hardware development with emphasis on analysis of user requirements, test design and test tools selection.
  • Responsible for ensuring that the test design and documentation support all applicable client, agency or industry standards time lines and budgets.
  • Responsible for ensuring that testing conclusions and recommendations are fully supported by test results, and project managers are fully informed of testing status and application deviations from documented user requirements.

Test Engineer Consultant shall deliver but not limited to, the following:
  • Thoroughly assess all existing QA artifacts for TS applications. Document findings and recommendations
  • Provide recommendations, develop action plans, and help implement capabilities to improve QA
  • Generate an updated QACOE Test Strategy under the supervision of Sr. QA Analyst
  • Provide detailed assessment and findings on available QA automation tools that meet TS requirements
  • Create a regression test plan for Workday and Coupa
