MetaPhase Consulting is currently supporting a government agency in conducting an assessment to analyze processes and tools in the human resources space to improve employee experience and provide information for decision-making. In support of the program, MetaPhase is seeking a HR Program Analyst with five (5+) years of experience to conduct a holistic analysis of Agency HR business processes across all staff types, identify where improvements can be made using existing tools, and recommend changes to overall business processes, system workflows and new tools encompassing all HR business processes involved to ensure there are no gaps and all processes are streamlined. The ultimate goal of the work is to improve business processes and tools that support all Agency staff, in all lines of business, throughout the employee lifecycle. Basic Qualifications (Required):- A minimum of five or more (5+) years of direct experience in management consulting, business process analysis, business process modeling, and requirements gathering,
- Experience supporting Human Resources operational units to support transformation initiatives
- Intense passion for problem-solving and integrating stakeholders with diverse perspectives
- Strong customer engagement skills, ability to successfully communicate with clients and their stakeholders to manage relationships and expectations
- Experience planning and facilitating engaging working sessions with end users and all levels of stakeholders to capture business needs and requirements
- Innate ability to convey complex analysis in logical, easy to follow ways using Microsoft Office tools (e.g., PowerPoint and Visio)
- Ability to obtain U.S. Public Trust
- Review existing business processes and requirements associated with HR activities (examples of the business processes to be reviewed include but are not limited to recruiting, time and attendance, performance management) to identify gaps, concerns, and pain points
- Work together with Systems Analyst to understand current business workflows, data workflows, and system architecture design
- Engage with key stakeholders in meaningful ways to validate analysis and gather additional information
- Recommend business process improvements to address gaps and pain points
- Work together with Systems Analyst to identify opportunities for improvements and efficiencies that may be gained using existing tools
- Prepare business requirements and workflow documents to support systems improvements for all stakeholders involved
