SUMMARY OF DUTIES:

The Sr. Manager, IT Program Delivery will report to the Director, IT Portfolio Delivery & Controls within the Enterprise Network Engineering & Convergence organization. The Sr. Manager will lead a horizontal IT services team responsible for providing project and program management support for three vertical IT engineering organizations. The IT Program Delivery team will work hand-in-hand alongside the Project Controls team to apply consistent project and program management delivery across the broader IT portfolio.IT Program Delivery team members will partner with IT Engineering technical SMEs to provide project and program management support for a variety of capital projects and operational activities for onboard Wi-Fi, Train-to-Ground (T2G), third-party Distributed Antenna Systems (DAS), Enterprise Network Data Services, Passenger Information Systems (PIDS), Onboard Information Systems (OBIS), and Information Technology/Operations Technology (IT/OT) convergence strategic initiatives along the Northeast Corridor.The Senior Manager will drive and centralize capital intake management and prioritization of projects across the broader organizational portfolio. S/he will work to optimize project delivery and ensure that a consistent and repeatable set of standards and processes for managing scope/schedule/budget/quality are consistently practiced by Delivery team members on all projects. The Sr. Manager will incorporate and promote Project Management Institute (PMI) best practices and Amtrak's Project Lifecycle Management (PLM) framework.The Senior Manager will provide thought leadership, portfolio guidance, and direction to senior executive leadership on program delivery for key initiatives that tie back to Amtrak's broader technology strategy and roadmap. S/he will support a large portfolio with $50M+ combined annual capital and operating budgets. S/he will be responsible for portfolio-level performance reporting to senior executive leadership, Amtrak's Board of Directors, and the Federal Railroad Administration (FRA).The Sr. Manager is an important IT leadership role with broad portfolio-level responsibilities. It requires a disciplined approach to portfolio management, a strong understand of PMI best practices for managing scope/schedule/budget, expertise with rolling up and reporting information at different levels, and a singular focus and drive towards transformational change, innovation, and continuous improvement. The position also requires self-reflection and emotional intelligence as a people manager and strong collaboration skills.

ESSENTIAL FUNCTIONS: • Develop, mentor, and lead a multi-disciplined team charged with delivering project management support for a large IT Engineering organization • Maintain portfolio-level delivery support for three vertical IT engineering service organizations: • Drive portfolio-level capital intake and prioritization processes • Support forecasting activities for a $50M+ combined annual budget • Partner with vertical Service Owners to drive/support service delivery • Support strategic planning and 5-yr roadmaps for capital improvements • Support controls governing the delivery of capital and operational work • Support weekly management and reporting cadence for work efforts • Support process improvements, innovation, and transformation efforts

MINIMUM QUALIFICATIONS: • 9+ years of relevant work experience w/Bachelor's Degree in Business, Finance, or related area; 13+ years equivalent experience without degree. • Project Management Professional (PMP) professional certification • Experience with capital planning, forecasting and budget submissions • Proven experience managing complex, high-dollar capital investment improvement programs within Information Technology • Experience working with technical delivery teams, outside suppliers, and business stakeholders to deliver complex IT programs • Ability to manage contractor resources • Must have work authorization in the United States • A self-starter mindset with excellent critical thinking and problem solving abilities; superior oral, written, and presentation skills • Capability to translate and communicate complex technical issues into language that senior business executives can easily comprehend • Excellent team building and collaboration skills; ability to influence and build consensus across teams, departments, and other organizations • Strong business acumen and emotional intelligence (EI, EQ)

PREFERRED QUALIFICATIONS: • Master's Degree in Business, Project Management, or related discipline • Program Manager (PgMP) or professional certifications in areas that support best practices such as, ITIL, CMMI, CSM, and/or SAFe Agile • Expertise working seamlessly across IT teams and various business units • Prior experience as a people manager leading employees and providing coaching, performance reviews, career development and guidance
