Summary As a Supervisory Equal Opportunity Investigator (CRTIU) at the GS-1860-13, you will be part of Washington Field Office, Equal Employment Opportunity Commission. If selected, you will be responsible for providing technical advisory services to subordinate staff, functioning as the initial point of contact for charging parties, and managing the office Digital Charge System's (DCS) online scheduling tool which includes managing staff resources to meet customer demand for appointments. Responsibilities Duties may include but are not limited to: Evaluates performance of subordinates and provides input for performance evaluations of all investigators who serve on CRTIU rotations. Serves as the primary point of contact for substantive technical questions from the public, employer community or other stakeholders. Reviews charge files on an ongoing basis to ensure proper application of the theories of employment discrimination laws and that sufficient information has been obtained. Supervises and provides substantive investigative, technical, and administrative guidance to staff of the Intake Unit, including investigators fully dedicated to the unit and investigators on rotational assignment. Directs, coordinates, or oversees work of subordinates or ensures work is performed through other enforcement supervisors and team in carrying out the mission of the EEOC. Manages the administration and control of funds for contract clerical and interpreter expenses to ensure quarterly budget allocations are met; recommends the reprogramming of funds to higher authority so that mission requirements can be met. Oversees the initial assessment of all new charges, focusing on the appropriate categorization of charges following the Priority Charge Handling Procedures (PCHP) as well as the identification of Commission and District priorities. Requirements Conditions of Employment Qualifications For the GS-13: You must have at least one year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience includes experience counseling charging parties/claimants; preparing, planning, conducting and/or coordinating investigations; collecting and analyzing data pertaining to discrimination complaints; and communicating with respondent officials and witnesses regarding each stage of the investigative process. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS- 13 level.
