Responsibilities – The submitted candidate must be able to perform the following duties and/or tasks:
  • Performs thorough determination of user needs at system or process level.
  • Creates process diagrams to document current and future business processes.
  • Translates high-level business requirements into functional specifications.
  • Facilitates communication between stakeholders and the Technology Solution Group from initial requirements gathering to final solution implementation.
  • Coordinates with members of the Technology Solution Group to support internal/external web applications, mobile apps and custom SharePoint solutions; Technology Project Manager; Developers on translate requirements into user stories; UX Designer to collaborate on wireframe design; Systems Analyst to create/execute test plans.
  • Assists with organizational change management related to technology solution implementation.

Required Education/Experience –The submitted candidate must possess knowledge, skills and abilities in these areas:
  • Knowledge of the Software Development Life Cycle and the agile development methodology.
  • Skilled at requirements elicitation, analysis and management.
  • Skilled in interpreting and communicating technical information related to software development and data processing.
  • Skilled at preparing test plans.
  • Skilled in verbal and written communication as it relates to interpersonal, conflict resolution, and customer service.
  • Ability to develop and maintain documentation in accordance with the Department’s standards.
  • Ability to plan, organize, coordinate and prioritize work assignments.
  • Ability to clearly convey information, in both written and verbal formats, to individuals or groups in a wide variety of settings (i.e., project team meetings, management presentations, etc.).
  • Ability to receive and give constructive criticism and maintain effective work relationships with others.
  • Ability to work effectively in a fast-paced, high volume, deadline-driven environment
  • Ability to work both independently and as part of a team.
  • Ability to work with minimal supervision.
  • Ability to display professionalism in dealing with all levels of management and staff.
  • Ability to exhibit creativity and resourcefulness at problem solving while collaborating and working effectively with others.
