Each staff member assigned to this project must have a background screening that is equivalent to a Level Two (2) screening standard.This is a fixed fee/hourly based project which is inclusive of travel, lodging, per diem expenses and all other costs associated with the completion of the associated tasks.

Work HoursFlexibility to work hours between 7:00 AM & 7:00 PM and/or Saturdays, either on a rotation or as part of a regular and on call work schedule.

Face to Face Interviews:Interviews will be conducted via Microsoft Teams. We anticipate scheduling interviews immediately after receiving candidate submittals. Your submittals will be followed by an email, as soon as possible, informing you whether your candidate was selected for an interview. We anticipate making a final decision within a week after interviews have been completed.

Telecommuting:Limited telecommuting is currently an option for this position. Candidates are expected to work a minimum of two (2) full days per week in the office. The selected candidate is required to start their first day in the office. In the future, and at the Department's discretion, this option may return to full-time, in the office. Vendors shall ensure candidates are aware of the Department's policy on telework, and agree to comply prior to responding to this RFQ/eQuote.

Scope of Services The Advanced Business Analyst will be responsible for working with the customer on initial project documentation and processes. This includes the development of documentation such as business cases, requirements, estimates, etc. The Advanced Business Analyst is expected to build relationships with the customer and maintain those relationships through collaboration and teamwork. The Advanced Business Analyst will be assigned to application enhancement and development projects to assist the project team in successfully completing projects and implementations. The Advanced Business Analyst will be expected to work on other projects as assigned by the Section Manager.Responsible for working with the customer on high level requirements gathering, obtaining project cost estimates, business cases, use cases, test cases, and other documentation as needed.Responsible for working with the Section Manager and/or Project Managers in the coordination, status reporting, and stability of project work efforts. This includes helping to establish and implement project management processes and methodologies to ensure projects are delivered on time, within budget, adhere to high quality standards and meet customer expectations and needs.Responsible for assisting with the development and maintenance of project plans, schedules, and other project documentation. Will assist with tracking key project milestones and adjusting project plans and/or resources to meet the needs of the project or customer.Will be part of the team responsible for the remediation of applications to function with new technologies and enhanced applications.Must possess at least intermediate knowledge and proficiency in the use of project management methodologies and tools, resource management practices, and change management techniques.

Education Bachelor’s Degree in Computer Science, Information Systems, Business Administration, or other related field. Or equivalent work experience.Professional certification in Business Analysis is desired, but not required.Project Management Professional certification is desired but not required.

Experience 1. 4 years of technology-oriented work experience, including 2 or more years assisting in the management of technology-oriented projects.2. Solid, demonstrated knowledge and experience working with Microsoft Office (Word, Excel, PowerPoint, SharePoint, Outlook).3. Experience and proficiency in Microsoft Project is desired.4. Experience and proficiency in using Microsoft Excel is required.5. Preference will be given to candidates with technology-oriented project management experience or experience assisting with managing technology-oriented projects.

Primary Job Duties/ Tasks The submitted candidate must be able to perform the following duties and/or tasks under the direction of the Program Manager and/or Project Managers:1. Provide project support to the Section Manager and Project Managers including status and schedule reporting, change and procurement management, and other project-oriented documentation.2. Learn, understand, and become proficient in navigating the Transportation Technology, Technology Proposal Process.3. Provide a high level of support to the customer.4. Understand and ensure compliance with the reporting and documentation requirements outlined in the Agency for State Technology (AST), Chapter 74-1, Florida Administrative Code.5. Assist with initial handling of service desk tickets by reviewing the ticket information, assigning to the correct technician, and notifying the customer that their ticket has been assigned.6. Complete other projects or duties, as assigned by the Section Manager.
