DMS-21/22-232 3.0 BACKGROUND The State Data Center (SDC) is established within the Department under section 282.201, F.S. The SDC's duties include:

  • Maintain performance of the SDC by ensuring proper data backup, data backup recovery, disaster recovery, and appropriate security, power, cooling, fire suppression, and capacity,
  • Develop and implement business continuity and disaster recovery plans, and annually conduct a live exercise of each plan, and
  • Offer, develop, and support the services and applications defined in service-level agreements executed with its customer entities.
  • 4.0 TERM The term of the PO resulting from this RFQ shall have an anticipated start date of November 15, 2021 and an end date of June 30, 2022. The Department does not anticipate a renewal; however, in accordance with section 287.057(14), F.S., a renewal may be granted at the Department's discretion. 5.0 6.0 SCOPE OF WORK
  • The Contractor shall provide the following service tasks for the unit in which they are augmenting over the course of the period of the PO:
  • Highly professional position providing operational supervision and leadership to Service Desk, Nagios, Centrify, Capacity Management, and Compliance Management roles. Services include working with SDC Bureau Chiefs and Platform Managers to support internal operations as well as multiple state agencies customers.
  • Work requires the development and execution of detailed operational plans for improved processes to realize cost efficiencies and operational effectiveness within and across agencies. Working with Interdepartmental team members on disparate but interrelated projects, provide effective leadership and innovative solutions for improved operational effectiveness, cost-efficiency and customer service and then develop partnered plans to pursue identified change strategies.
  • Manage the Interdepartmental team project business processes that can be used to build, acquire, expose or reuse interdepartmental services (within and across agencies). Find commonalities in business models and synergistic opportunities (consolidation or capitalization) among new or ongoing SDC initiatives to take advantage of existing investments or conversely when doing something new ensuring that, where possible, solutions can be leveraged by multiple agency customers.
  • Plan, direct, or coordinate the operations of staff in the SDC that are responsible for Service Desk, Centrify, Capacity Management, Nagios, and Compliance Management roles. Formulate policies/procedures/work instructions for managing daily operations. Plan the use of materials and human resources. Ensure accountability for program area success. Establish and report metrics that demonstrate progress toward goals. Escalate issues as necessary to the ITSM Bureau Chief.
  • Work with SDC bureaus and platforms to strengthen cross-system collaboration and implement integrated services organization and delivery policies. Responsible for the execution of project efforts assigned to Interdepartmental resources.
  • Maintain regular contact with staff and management to ensure the accurate communication of decisions and recommendations.
  • Work Schedule
  • Weekly billable hours not to exceed forty (40) hours, unless prior written approval is provided by the Department.
  • A five (5) day regular work schedule will be mutually agreed to in writing, unless prior written approval is provided by the Department. Work hours are: Monday through Friday, Normal Business Hours, but may includes after hours, nights and weekends.
  • Work Location
  • The work location will be at 2555 Shumard Oak Blvd., Tallahassee, Florida, and for disaster recovery purposes, in other offices located throughout the southeast.
  • The position will work within the Bureau of Information Technology Service Management, Interdepartmental Services, Florida [Digital Service].
  • Telecommuting may be allowed with prior written approval by the Department.
  • Equipment
  • Consultant shall provide the workstation used by the Consultant(s), including any required monitors and peripherals. The computer must, at a minimum, meet the following requirements:

  • 8.0 QUALIFICATIONS AND EXPERIENCE The Department's preferred Consultant Knowledge, Skills and Abilities include:
  • Ability to follow written and oral instructions,
  • Ability to read and understand technical publications,
  • Ability to establish and maintain effective working relationships with others,
  • must be able to communicate effectively, both orally and written, and
  • Must have excellent telephone and customer service skills.
