Responsible for overall direction of the activities of the training, technical services, and operations programs and operation of the communications center.
Reviews plans, schedules, and other management activities of subordinate assistant chiefs, ensuring that all programs are fully functional and operating at maximum efficiency and effectiveness.
As necessary, reassigns employees to balance manning of subordinate programs and otherwise ensures that all programs are manned to accomplish the mission.
Responsible for review of base plans, policies, strategy, tactics, and procedures for fire suppression and prevention to ensure compliance with current and new national consensus standards, National Fire Codes, uniform building codes, Code of Federal Regulations, Occupational Safety and Health Administration policies and procedures, and environmental laws and regulations as they apply to fire protection.
Reviews new regulations or procedures and disseminates information to subordinates, assuring that such procedures are implemented; assures that station logs and other records pertinent to reports, activities, drills, inspections, responses, fires, etc., are maintained properly and submitted within prescribed time limits utilizing the automated civil engineer system (ACES) when required.
Recommends changes to established standards of performance, operations, manpower, and equipment required to meet the many variables associated with the assessments of the various functions of the fire protection flight.
Evaluates the effectiveness and efficiency of the Fire Protection Flight’s program and recommends changes to the Fire Chief. Prepares, executes, and schedules assignments of assistant chiefs, and through them assigned personnel to stations, duties, and equipment.
Conducts no-notice and pre-briefed fire drills. Maintains current knowledge of the base, its structures, and all systems related to fire protection.
Determines the best course of action to minimize loss or damage from fires or explosions.
Directs the placement of firefighting equipment and personnel to ensure maximum utilization in fire control or aircraft crash/rescue operations.
Assesses the fire scene/emergency to facilitate fire/rescue operations and to brief the Fire Chief upon arrival.
Supervises safe and proper rescue operations of endangered persons.
Ensures rescue operations are performed in accordance with established policies and procedures and minimize the risk of additional danger to firefighting personnel and endangered persons.
Determines adequacy of measures taken to minimize the loss or damage because of fire or explosions.
Responds to hazardous material incidents, and initiates actions to establish control of the affected area with minimal risk to response personnel and the environment.
Ensures that personnel are properly protected to handle hazardous material.
Establishes, develops, and maintains effective working relationships with personnel, manpower, other staff officials, and municipal and other federal fire departments.
Provides technical advisory services to management on all matters pertaining to fire protection and prevention.
Coordinates with off-base fire departments in planning, developing, and conducting training and to work out cooperative, mutual aid agreements.
Makes recommendations on required fire protection engineering criteria for construction plans and specifications for both new facilities and renovation of existing facilities.
Identifies needs, recommends acquisition of, and budgets for additional and/or different fire protection, firefighting and specialized rescue equipment, contract services, formal training, etc.
Directs, coordinates, and oversees work through subordinate assistant chiefs.
Advises staff regarding policies, procedures, and directives of higher-level management.
Approves or selects candidates for subordinate non-supervisory positions and recommends selections for subordinate supervisory positions taking into consideration skills and qualifications, mission requirements.
Ensures reasonable equity among elements of performance standards developed, modified, and/or interpreted, and rating techniques developed by subordinate supervisors.
Explains performance expectations to subordinate supervisors and employees.
Directly supervises and provides regular feedback on strengths and weaknesses.
Appraises performance of subordinate supervisors and other employees directly supervised and serves as reviewing official on evaluation of non-supervisory employees rated by subordinate supervisors.
Approves expenses comparable to within-grade increases and extensive overtime.
Recommends awards for subordinate supervisory personnel and changes in position structures and classification to higher level managers.
Hears and resolves group grievances and employee complaints referred by subordinate supervisors and employees.
Initiates action to correct performance or conduct problems of employees directly supervised and reviews and/or approves serious disciplinary actions (e.g., suspensions, removals) involving non-supervisory subordinates.
Ensures documentation prepared to support actions is proper and complete.
Reviews developmental needs of subordinate supervisors and ensures adequate coverage in organization through peak workloads and traditional holiday and vacation time.
Demonstrates sensitivity to ideas of subordinates.
Ensures actions taken directly, as well as those by subordinate supervisors, promote an environment in which employees are empowered to participate in and contribute to effective mission accomplishment.
Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to sensitive or classified material.
Explains classification determinations to subordinate employees.
Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination.

Certifications:
Pro-Board and/or IFSAC Firefighter II

Pro-Board and/or IFSAC Fire Instructor II
Pro-Board and/or IFSAC Fire Inspector II
Pro-Board and/or IFSAC Fire Officer IV
Pro-Board and/or IFSAC Hazardous Materials Incident Commander
NIMS 100, 200, 300, 400, 700 and 800
Bachelor’s degree or higher in Fire Science, Fire Training, related field and eight (8) years’ experience in fire operations and management.
Honorably discharged from the Armed Services (If Applicable)
Successfully completed all training and have obtained all required licenses, certifications, and security/medical clearances for the site.
Must possess and maintain a valid driver’s license and meet the requirement to operate emergency vehicles per state requirements.
Must speak, read, write, and understand the English language, apply written rules, detailed orders, instructions and training material.
Have no record or history of illegal drug use, sale, possession, or manufacture.
Have no felony convictions and no convictions that reflect on the individual’s reliability.
Must be able to meet Physical Certifications for a non-rigorous position.
Must be able to meet drug testing and alcohol – free workforce requirements to include random drug and/or alcohol testing.
Must meet all standards as required by Statement of Work.
Knowledge, Skills and Abilities:
Office practices and procedures.
File maintenance and record keeping systems; proper operation of office equipment, including a personal computer using Windows based software for word processing, spreadsheets, and databases; basic math.
