Lead Program Manager

Description: Job Title: Lead Program Manager Job Code: SAS20230608-104432 Job Location: Palm Bay, FL Job Description: The Program Management Excellence Organization (PMX) for the Space and Airborne Systems (SAS) Segment is seeking a Lead Program Manager to lead our parametric and estimating tool initiatives in colloboration with Engineering and Division Business leaders. The candidate will be responsible for creating product-focused Work Breakdown Structures and maintaining and improving current and new tool sets that support proposal operations and cost modeling/estimating activities. The candidate will report to the Manager of the PMX Proposal Management team and serve as a contributor to strategic proposal positioning efforts as well as manage offer support initiatives designed to improve the measurement and optimization of work processes within the program management function. Examples include negotiation model, proposal risk assessment and predictive cost modeling. The individual will also be responsible for all related training, methodologies, and processes and policy updates within the capture process. Essential Functions: Subject Matter Expert with comprehensive knowledge of multiple job areas tied to business acquisition and proposal development Communicate within and outside of the organization to explain and influence changes to practices, processes, and approaches Develop, validate, maintain, and enhance enterprise-wide methodologies, processes, tools, and policies within the capture process Proficient in assessing key qualities of product structures to establish appropriate WBS levels for estimating and bidding new opportunities Support Segment-level tool development to improve decision making in the areas of financial strategy, bid approach/innovations, BOE composition, and developing product line cost data Cross-Functional collaboration and trade studies around Segment tools, processes, and policy related to offer management Travel to and/or deliverance of presentations to executive, remote, and unfamiliar audiences Provide support to initiatives as laid out by VP, Program Management Excellence Qualifications: Bachelor’s Degree and a minimum of 9 years of prior relevant experience; Graduate Degree and a minimum of 7 years of prior related experience; Or, in lieu of a degree, a minimum of 13 years of prior related experience Prior lead/leadership experience In depth knowledge of product based WBS development and aerospace products and services. In-depth knowledge of the proposal and program management function, policy, and process in a Department of Defense (DoD) environment Ability to develop broad, cooperative relationships with other functions and individuals, even when having no direct authority over them Excellent written and verbal communication skills Preferred Additional Skills: Working knowledge of the SAS command media Intermediate to advanced computer skills using Microsoft Office Suite of products Familiar with DoD EVMS SIG and NDIA EIA-748-D Ability to work in a dynamic, fast-paced environment Certified Lean/Six Sigma Green Belt, Black Belt, or Master Black Belt Demonstrated experience in independently managing projects through completion with broad, positive impact L3Harris Technologies is proud to be an Affirmative Action/Equal Opportunity Employer.
