The Work You Will Do: This is an advanced technical and scientific position in the Division of Air Resource Management’s Office of Business Planning . The primary responsibilities are the review and analysis of air quality using various forms of dispersion and numerical models, along with basic mathematical and statistical analysis of data related to air quality. Such review and analysis may be related to air construction permits, in support of the State Implementation Plan (SIP), state rulemaking, or the state’s ambient air monitoring network. Through a variety of services for our customers – the public and industry – the division regulates the state of Florida’s air resource fairly, consistently, and efficiently, while implementing state, federal, and U.S. Environmental Protection Agency requirements and enabling the economic development of the state. The Division provides these services through its Director’s Office, Office of Business Planning, Office of Air Monitoring, Permit Review Section, and Compliance Assurance Section. Pay:

Salary Range Annually $48,600.00 - $52,000.00 (Commensurate based on experience)

Your Specific Responsibilities:

Develops expertise related to air quality modeling, including operation and theory. Utilizes air quality studies to analyze and determine air quality impacts of air emission sources. Reviews and assures the quality of the input data used in the models, including source characteristics and emission rates. Coordinates air permits with the U.S. Environmental Protection Agency and the Department of the Interior. Provides air modeling technical guidance and assistance to division and district employees, local air permitting engineers, and industry experts. Prepares written air quality analyses for permits. Reviews regional numerical modeling and supports the regional planning organization by participating on technical committees.

Reviews new air quality standards and provides technical and scientific support in the development and review of rules and SIP submittals. Participates in rule development, including preparing materials, conducting workshops, interacting with other agencies, the public, industries, businesses, and other stakeholders. Responds to public requests, prepares public presentation materials, and participates in public meetings.

Participates as a team member, or leader, for other air quality-related projects within the division, including the Volkswagen Diesel Emissions Mitigation Program, providing appropriate technical or managerial support. Compares the performance of air quality models with data collected by the ambient air quality and meteorology networks and recommends placement of ambient air monitors.

Analyzes air quality monitoring data and other related information to describe and assess ambient air quality. Analyzes source emissions data contained in annual operation reports and federal databases to assess trends and evaluate air program needs. Graphs trends using spreadsheets and other applications to develop air quality statistics.

Prepares the Department’s air quality forecast for specified cities in Florida on a rotational basis with other members of the division.

Performs other duties as required.

Required Knowledge, Skills, and Abilities:

Knowledge of atmospheric processes related to air transport and dispersion

Ability to learn, operate, and interpret air pollution dispersion and chemical transport models

Ability to analyze and interpret technical and scientific data

Ability to plan, organize, and coordinate work projects

Ability to work independently

Ability to effectively communicate verbally and in writing

Ability to understand and apply applicable rules, regulations, policy, and procedures relating to meteorology and air quality management

Ability to use data, word processing, and presentation software

Ability to be an effective, conscientious and respectful team member

Preferred Qualifications:

Graduate degree or graduate coursework in meteorology, atmospheric science, other sciences, engineering, or public administration

Experience with air pollution dispersion and chemical transport models

Experience with computer programming (e.g., FORTRAN)

Experience with public speaking and presentations

Experience with Geographic Information Systems

Experience with emergency management processes

Other Job-Related Requirements for this position:

Valid Driver’s license

Travel on state business

Abachelor’s degree from an accredited college or university in meteorology, atmospheric science, other sciences, or engineering; or any combination of post-secondary education or verifiable related experience, as described above, for a total of four years.
