Title: New Construction Management – Site Team ManagerReports to: Project ManagerSUMMARY: Responsible for providing cross?functional inspection services and coordination for new construction shipbuilding projects in accordance with the shipbuilding specification, regulatory requirements, and quality assurance standards.GENERAL RESPONSIBILITIES: Working knowledge of multiple shipbuilding disciplines; including steel fabrication, welding methodologies, hull erection, piping, electrical, joinery, machinery, paint and testing at the various stages of the vessel construction process.Liaises with the Company Project Manager, Shipyard Production, USCG and Classification Society surveyors as necessary. Maintain a data base of construction and inspection activities and compare progress to the published shipyard schedule. Collect and review data to identify trends in shipyard safety, defect rates and adherence to quality assurance standards.Maintain a data base of inspection reports, comments and comment resolutions. Ensure that all formal tests and inspections are witnessed, and the results are properly recorded. If an inspector is not available; The Site Team Manager is required to provide coverage of a test or inspection.

Works cross?functionally to assist other inspection activities as needed. Daily, weekly and monthly reporting of activities to the Project Manager.EDUCATION: Bachelor’s degree in marine engineering, naval architecture or a related field; or a combination of post high school and equal experience may be substituted for education.EXPERIENCE: 10 years experience in the marine and/or construction industry performing inspections on vessels, products, materials, installations, etc. Classification Society, USCG, US Military and/or LNG experience is a plus.TECHNICAL PROFICIENCY: Proficient with Microsoft Office products, including Word, Outlook, Excel and Teams. Working knowledge of USCG and ABS rules. Shipboard testing & commissioning procedures and process. Familiarity with shipyard build stratigies and good shipyard practices.COMPETENCIES: Ability to communicate effectively verbally and in writing. Ability to read and understand technical drawings and specifications. Ability to establish and maintain effective working relationships. Ability to work both independently and as part of a team. Ability to prioritize, organize and perform multiple work assignments simultaneously. Ability to understand and implement policies, procedures, goals and objectives. Knowledge of and ability to identify safety hazards and necessary safety precautions to establish a safe work environment.OTHER: Travel domestically or internationally as needed.WORKING CONDITIONS: Works both inside an office environment and also outside in conditions of both high and low temperatures. May be exposed to odors, dust, dirt, mechanical hazards, high noise levels and potentially dangerous equipment. Must be able to crouch and stoop to get into areas with restricted headroom and be able to climb ladders. May require extended use of computer keyboard and viewing of computer monitor and ability to sit for long periods of time.SAFETY: The New Construction – Site Team Manager is responsible for implementing and enforcing the safety guidelines established by Company, as well as any other safety requirements that may be mandated by the shipyard. As part of his/her leadership role, the Site Team Manager must personally comply with all safety guidelines and serve as an example for others to follow.The Manager must perform the following safety oriented duties:Ensure that Personal Protective Equipment (PPE) is available for all inspectors and Company visitors. Ensure that all PPE is properly utilized and has been recently calibrated (as applicable).

This PPE includes, but not be limited to:a) Hard hatsb) Safety glassesc) Hearing protectiond) Gas meterse) Steel toed shoes (Not Provided by Company)f) Fall protection equipmentImplement and oversee the necessary safety training programs for the inspectors. This could include Company mandated safety training, or other training specific to the duties of an onsite inspector (e.g. Confined Space Training, First Aid, CPR Training, etc.).

Confirm that all safety procedures (e.g. 4 gas meter/confined space entry) are understood and adhered to by all inspectors.

Maintain a data base for all safety equipment requiring calibration and/or inspection.

If a safety incident or near miss does occur that involves the shipyard, Site Team Manager and/or the inspectors; The Site Team Manager is responsible for reporting the safety incident to the Project Manager and investigating the root cause, including recommending corrective action to prevent the incident from occurring in the future.

Site Team Manager has the authority, and should empower the inspectors with similar authority, to stop work if a situation is determined to pose a risk to people, the project, or the environment.

PERSONNEL ADMINISTRATION: The Site Team Manager is responsible for the oversight of the site team.This includes but not be limited to the following duties:Manage the inspection duties as required to ensure that all inspectors have a clear understanding of their deliverables necessary to support the project.

Manage the allocation of resources in parallel with the construction schedule to provide adequate coverage for quality inspections, testing, meetings, or other key events.

Manage the working hours of each inspector. This includes approving weekly or bi?monthly time sheets, as well as approving and managing vacation requests.

Report suspicious activity, unethical or unsafe behavior, or a pattern of substandard work to the Project Manager and Program Manager.

Within reason, use budgeted resources to purchase and provide basic supplies for the inspector’s office facility, including toiletries, office supplies, coffee, drinking water, etc.

PROJECT ADMINISTRATION: The Site Team Manager is responsible for shipyard production oversight to verify the quality and timeliness of the work being performed by the shipyard and/or its subcontractors. The Site Team Manager must also be diligent in daily, weekly and monthly reporting to the Project Manager.Administration of the project includes, not be limited to:Attend shipyard production meetings, safety meetings, design meetings and schedule meetings.

Actively maintain a list of deficiencies (Action item data base) covering all crafts which should be shared with the shipbuilder to insure that defects and comments are addressed in a timely manner.

Evaluate the shipyard’s construction schedule and monitor the progress of production against the published schedule. The Site Team Manager and inspectors should be keenly aware of the performance of the yard as it relates to meeting the scheduled completion dates for the individual activities and the expected completion of the project milestones.

Track the procurement and delivery of both Contractor?furnished and Owner?furnished equipment; particularly equipment with extended lead times to independently verify that the equipment is ordered and will arrive at the shipyard in advance of when it is needed to keep the project on schedule.

Maintain a data base of deficiencies, comments and resolutions discovered during construction, testing, trials, and inspections that must be resolved prior to project completion and delivery
