This position assists the Deputy Chief of Financial Management Services in financial reporting by ensuring compliance will all applicable governmental accounting pronouncements and standards, statutes, rules, regulations, and policies and procedures. Oversees, Manages, and/or Performs the Following Financial Reporting Tasks

Year-end tasks for the State of Florida Annual Comprehensive Financial Report (ACFR), including but not limited to working trial balance review and financial statements adjustments with batch automation, as applicable.

Adjusting entries related to financial statements.

Accounting analysis, including researching atypical balances and invalid general ledger codes, and proposes corrections.

Preparation and submission of schedules and forms for year-end financial statements.

Review and analysis of complex accounting transactions.

Processing transactions related to the GAA (General Appropriation Act).

Certified forward reporting and process.

Designs, develops, and prepares programs and/or reports to provide financial data to the Office of Planning and Budget, DFS, and DMS’ leadership.

Support other FMS’ employees on financial reporting tools and analysis.

Schedule of Expenditures of Federal Awards (SEFA).

The Statewide Central Service Cost Allocation Plan (SWCAP).

Oversees, Manages, and/or Performs the Following Monthly Reconciliations:

Accounting transactions at a detailed level to ensure the annual financial reports are produced in conformity with generally accepted accounting principles and governmental accounting standards.

Reviewing of monthly trial balance for accuracy.

Reconciling of departmental and central transactions.

Developing, implementing, and training on reconciliation systems to other staff.

Reconciling property transactions.

GR service charge.

Oversees, Manages, and/or Performs the Following Other Financial Reporting Duties

Serves as the backup for other control/financial reporting positions, including monitoring daily cash positions and budget balances, review and reporting of balances, daily cash investments, and controls.

Services as the backup for daily cash transfer to SBA, and any other daily task as necessary.

Prepare various reports for internal and external customers.

Research any discrepancies, identify errors and follow through until all errors are corrected.

Assist and analyze accounting data to ensure accuracy and completeness of accounting transactions. Report findings and recommend improvements.

Research and recommend improvements and efficiencies in business processes, accounting systems and functions, and overall organizational operations within the bureau.

Knowledge, Skills, and Abilities:

Knowledge of and ability to accurately apply accounting standards, theory, principles, concepts and practices.

Ability to manage complex projects and meet deadlines.

Skilled in cost accounting, financial analysis and evaluation, financial reporting, and financial control.

Ability to analyze and interpret data/information and apply appropriate guidelines and regulations.

Ability to communicate effectively both orally and in writing across a broad audience spectrum.

Experience with using accounting systems and other business-related applications such as Access Control, RDS, and FLAIR (preferred).

Proficient user of Microsoft Office Suite with emphasis in Word and Excel.

Ability to work independently.

Ability to work well under pressure.

Ability to provide prompt, reliable, accurate and courteous customer service.

Ability to work in a team environment.

Ability to establish and maintain effective working relationships.

Minimum Qualifications:

A bachelor’s degree in finance, business, or related field.

Five years of accounting experience

Three years of FLAIR experience

Preferred Qualifications:

Three years of financial statement preparation experience.

Three years of supervisory experience.

A bachelor’s degree in accounting.
