POSITION DESCRIPTION: Track federal projects submitted to the Office of Comptroller in a Ready Final Voucher status and ensure timely closing of federal projects. Maintain the Final Voucher (FV) system with current information related to each assigned federal project. Assist in system/procedure documentation requests for the Project Cost Management subsystem (PCM), FV team, including, but not limited to, special studies and analyses for the Department’s project cost function and regular monthly/quarterly reports related to the position. Track and monitor requests to place federal projects in the FV system. Ensure that the federal projects meet Federal Highway Administration (FHWA), Federal Aid Management Office (FAMO), and PCM requirements to be placed in the FV system.

Conduct financial analyses for federal projects and related financial projects for all funding sources and make the final billing adjustments to close the federal projects in the Federal Program Management (FPM) subsystem and FHWA Fiscal Management Information System (FMIS). Reconcile the participating and non-participating costs for expenditure retainage and revenue in PCM to FPM by federal fund. This analysis includes, but is not limited to, coordinating authorization requests with the Districts and FAMO. It also includes the analysis of eligible indirect costs specific to the federal project and related financial projects.

Analyze and validate the data for the Warehouse Materials and Supplies Inventory (MSI) and Mobile Equipment (MEQ) Cost Distributions. Coordinate with District, Central Office and the FAMO office systems support section for any corrections, as needed, of the data, and submittal of the distributions to the FLAIR system. Analyze and correct any FLAIR system batch input errors resulting from the cost distributions for MSI and MEQ.

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of basic accounting and budgeting principles. Skilled in working and testing an accounting system. Ability to prepare and maintain a variety of accounting records and reports. Ability to interpret, analyze and reconcile accounting data. Ability to formulate accounting system requirements and develop testing methods to verify accounting system components. Ability to understand and apply applicable rules, regulations, and policies. Skilled in performing work that requires a high level of attention to detail. Ability to use sound judgment and work independently. Ability to work in a team environment with shared tasks and maintain effective working relationships with others. Ability to work timely and accurately under pressure and handle difficult situations. Ability to communicate effectively both verbally and in writing. Ability to utilize problem solving techniques and analyze processes for best practice methods. Knowledge of Microsoft Office, Word, Excel, and PowerPoint.

MINIMUM QUALIFICATIONS: Four years of work-related experience in an accounting or auditing related field, or a college degree in a business-related field can be substituted on a year-for-year basis for the required experience.
