Position Purpose / SummaryBrief summary of position’s purpose or role – the primary objective of the roleThe Senior Quantity Surveyor is responsible for effectively and efficiently monitoring and advising on construction costs issues at project and program level. The Senior Quantity Surveyor provides support to the Delivery team(s) and other inter-dependent functional areas of the division to ensure projects, externally sourced costing and the work undertaken is cost effective, of high quality and represent value for money.The primary purpose of this role is to oversee, coordinate and manage the provision of cost performance analysis through effective and compliant cost attribution, cost control and reporting covering areas including budgeting, forecasting, accruals, cash flow monitoring, as well as managing payments processing and cost recovery. Key Areas of ResponsibilityDescribe the key tasks / activities that are necessary to fulfil the purpose of the role – remember these actions should not be key “goals” – these should be reviewed and allocated annually as part of the performance development programProvide expert advice and solutions to delivery teams including, but not limited to, review of cost plans prepared by others, budget formulation, contributing to project briefs and claim evaluation signoff. Act as a Quantity Surveying specialist for the Delivery teams for the purposes of budget setting, forecasting, research, data analysis and capture, cost planning, estimating across a project lifecycle from quotation to completion of work.Evaluate the performance of service providers and suppliers to foster a culture of teamwork and cooperation that is focused on respect, solution and cost-effective outcomes.Foster a culture of continuous improvement by monitoring, researching and recommending improvements to systems, processes and procedures.Undertake cost planning audits.Advise on the appropriateness of different approaches to managing cost risks across projects and their financial or time impact to ensure project and program objectives are met.Key Success Factors (Key Metrics / KPIs / Deliverables)Provide expert cost management and control services across complex projects / programs of work with multiple stakeholder interests and interdependencies, raising standards and driving improvements in cost management, process administration, in adherence with cost and financial standards, cost control procedures and delegations, in tracking variations, and in risk and opportunities managementDevelop and seek endorsement for a realistic and sustainable project specific cost control plan and drive implementation of the cost control plan within project / program / branch for improvement in service quality and sponsor satisfaction.Develop and drive agreement and compliance with business rules pertaining to project management costs at a project / program level, ensuring alignment of budget, commitment and cost, adhering to business rules in relation to cost data validationProvide expert cost management and controls advice in relation to contractor engagement, contract management including the management of variations and claims, contractor certificates of currency, and invoice disputes on a regular /ad hoc basisDevelop and implement realistic and sustainable plans for delivery of cost control within project / program teams and for improvement in service quality and sponsor satisfactionIdentify and resolve current and emerging issues to improve the quality and efficacy of cost control as a value-added function to project / program delivery teamsAchieve and maintain high professional standards and timely turnaround / resolution of problem areas while complying with specified cost management and control standards in a complex regulatory environment100% compliance on all contractual deliverables to the standards, contract satisfaction while managing change and value management opportunities within project delivery.Major ChallengesDescribe the most difficult types of problems or the major challenges you face in performing your job.Ensuring that relevant, timely and accurate advice is provided by the project team.Prioritization of competing internal and external work demands given the diverse range of issues encountered simultaneously to be resolved with the defined timeframes.Ensure project practices are in line with business policy and processes, meet contractual requirements and professional standardsInfluencing and negotiating involvement at all stages of projectEnsuring contractual requirements are being met at all times.Working in a fast past, complex and demanding construction environment.Honeywell is an equal opportunity employer.
