This is NOT a remote position.BACKGROUND/OVERVIEW The Department is seeking quotes from Information Technology Staff Augmentation vendors with the proposed position of an advanced IT Business Consultant to review, analyze, recommend, and possibly implement a solution to replace and modernize the Department’s Ombudsman Management Information System (OMIS), currently an Oracle-developed system for data collection and reporting. The Consultant’s role is to lead planning, analysis, design, development, and possibly implementation of a new OMIS using modern cloud-hosted platform technology. The Long-Term Care Ombudsman Program (LTCOP) is a statewide, volunteer-based program of local units that act as advocates for residents of long-term care facilities. The LTCOP was established by Title VII of the federal Older Americans Act and its operation is governed by state statute, part I of Chapter 400, Florida Statutes. Through 13 district offices that together cover the entire state, volunteers work with staff to identify, investigate, and resolve complaints made by, or on behalf of, residents of nursing homes, assisted living facilities, adult family-care homes, and continuing care retirement communities. In addition to investigating and resolving complaints, the LTCOP performs the following services or activities:• Monitoring of and commenting on the development and implementation of federal, state, and local laws, regulations, and policies regarding health, safety, and welfare of residents in long-term care facilities.• Conducting annual assessments of long-term care facilities.• Aiding the development of resident and family councils.SCOPE OF WORKOn an ongoing basis, the Contractor’s Representative or Consultant will report to the Chief Information Officer (CIO), the designated contract manager. The Consultant will communicate and work closely with the Florida Long-Term Care Ombudsman Program (LTCOP) working with agency leaders and acts as a liaison between IT and other business/program units or vendors. To begin with, the Consultant will act as a business relationship manager responsible for the collection, analysis, review, documentation, and communication of business current-state/as-is model, needs, and requirements to the IT organization. Analyzes LTCOP’s operations to understand their strengths and weaknesses to determine opportunities to automate processes and functions. Assists in the business process redesign and documentation as needed for new technology. Translates high level business requirements into functional specifications for the IT organization and manages changes to such specifications.The Consultant will provide technical leadership in the planning, design and architect phases of software or hardware product development. Identifies, evaluates, and recommends solutions using advanced architectures and technologies to facilitate rapid development and implementation. Understands key competitors’ products and differentiating features. Works with a cross-functional team to translate customer requirements into detailed architectural approaches and product specifications, creates realistic development plans and schedules, evaluates, and prioritizes requests for product changes and enhancements. Understands business needs as well as customer and market requirements. Applies creativity, in-depth technical and theoretical knowledge, and experience in solving highly complex architectural design problems. Recommends new technology directions or options to maintain products’ competitive advantages. Communicates technology design and any related issues to technical and non-technical audiences including customers and technical partners. Prepares and documents product architecture plans. May design technical testing methods to meet target product scalability and performance objectives.The Consultant should always focus on always developing and improving business processes, assisting with the development of metrics, both within the technology and business organizations. Has a strong understanding of information systems, business processes, the key drivers and measures of success for the business, and the short- and long-term direction of the business and technology. Identifies, proposes and influences business solutions, negotiates deliverables and requirements across multiple business customers or organizations. Ensures that the design and integration of proposed system, software and hardware solutions leads to the development and growth of the business through effective use of technology. Possesses an understanding of technological trends and state initiatives and uses this knowledge to bring solutions to business units supported to enhance the enterprise’s competitive edge. May make recommendations for buy vs. build decision.1. Consultant Tasks (Pre-Implementation). The Contractor’s Representative shall perform the following tasks, as necessary, to complete work assigned by the Department’s Contract Manager:a. Provide weekly tasks and status updates to the Contract Manager.b. Produce an “as-is” and “to-be” solution models.c. Produce Business Requirements Document (BRD).d. Produce Technical Requirements Document/specifications (TRD).e. Assist with Wireframes/UI/UX design. f. Produce a solution recommendation that adheres to short-term and long-term IT strategic objectives. g. Ensure that required solution artifacts are created and maintained.h. Collaborate with LTCOP staff to understand OMIS data, information, and analytic needs of their reporting requirementsi. Catalog and summarize all of LTCOP reportsj. List and catalog all of LTCOP reports developed from the solution’s datak. Manage revision of the solution design, budget, and schedule.l. Facilitate recurring solution meetings and requirement gather sessions.m. Communicate relevant solution information to Department staff through formal and informal status reporting.n. Facilitate meetings and coordinate solution activities.o. Proactively address project team conflict and communication problems.p. Collect business requirements and facilitate Joint Application Development (JAD) sessions.q. Attend OMIS solution meetings and other related meetings.r. Perform other related tasks as determined by the Department’s Contract Manager.s. Review of statutory requirements to determine solution and reporting compliance.t. Capture and document OMIS meeting minutes. u. Share ideas and complete assignments related to the solution.v. Assist with the budget and financial impact associated with the recommended solution. w. Procurement documentation, State of Work (SOW) and/or technical specifications.x. Assist with Organizational Change Management (OCM).y. Document any recommended business process reengineering.2. Consultant Tasks (Implementation). Contingent on Consultant’s performance, experience, and solution funding:a. Assist the Project Manager and team in the production and maintenance of project plans.b. Operational Key Performance Indicators (KPIs) and success metrics.c. Develop internal guides, manuals, and FAQs/Knowledge base.d. Solution roadmap.e. Contribute to documentation of policies, practices, and operational controls.f. Monitor the performance of the solutions reporting and take corrective action as necessary to optimize performance and mitigate negative consequences for staff and production servers.g. Gathering and analyzing data for project management decision-making. Mandatory Experience:Educational Requirements. The Contractor Representative, and any subsequent Contractor Representative provided by the Contractor, must possess, at a minimum, a bachelor's degree in one of the computer sciences fields or in management information systems, or four (4) years of work experience in IT, systems analysis, management analysis, program planning, program research, or program evaluation.• Possess a minimum of seven (7) years of experience with the professional and technical skills necessary to perform IT systems/business planning, analysis, design, and implementation activities.• Leadership experience with managing and completing complex projects relevant to both IT and business needs.• Experience with Florida State Agency IT Projects, including being familiar with Florida’s IT regulatory requirements.• On-site availability at the Department’s location in Tallahassee, Florida is preferred, but remote work will also be considered. Travel costs will not be reimbursed. • Experience with business and technical requirements analysis, business process modeling/mapping, and methodology development;• Experience coordinating business users, technical staff, and architects to help analyze and define future needs and operations based upon use case and analysis of alternatives;• In-depth knowledge of business process design and re-engineering;• Knowledge of data management, data governance, and data migration process;• Experience communicating and working within cross-departmental teams;• Excellent computer skills, with strong concentration on Microsoft Word, Visio, PowerPoint, and Excel;• Experience preparing status reports and providing management briefings;• Excellent leadership and negotiation skills;• Excellent verbal and written communication skills; and• Excellent collaborative skills.All the information technology staff augmentation services to be furnished by the Contractor under this Contract shall meet the professional standard and quality that prevail among information technology professionalism the same discipline and of similar knowledge and skill engaged in related work throughout Florida under the same or similar circumstances.
