BACKGROUND1. Maintain performance of the state data center by ensuring proper data backup, data backup recovery, disaster recovery, and appropriate security, power, cooling, fire suppression, and capacity.2. Develop and implement business continuity and disaster recovery plans, and annually conduct a live exercise of each plan.3. Offer, develop, and support the services and applications defined in service-level agreements executed with its customer entities.

SCOPE OF WORKThe Contractor shall provide the following service tasks for the unit in which they are augmenting over the course of the purchase order period:

Network Operations:Architect and design technical solutions to support customer and agency needs.Perform technical systems management.Troubleshoot and resolve performance issues.Ensure that systems are properly maintained, secured, and controlled, including the application of upgrades, service packs, patches, firmware, configuration backups, and maintenance agreements.Implements and engineers solutions for routing, switching, firewalling, and load balancing requests from internal and external customers.Develops and implements secure and maintainable network solutions and technologies.Serve as a senior network technician for internal and external customer technology initiatives.

Monitoring, Quality Assurance, and Documentation:Develops implementation plans for network changes and maintenance activities.Monitors health, availability, utilization and performance of the network.Monitors and analyzes traffic patterns for anomalous behavior.Utilizes diagramming and mapping tools to maintain accurate, up to date network diagrams of all customer networks and FLDS networks.Maintains other internal team documentation as required.Provides quality customer service to internal and external customers.

Network Security:Performs routine audits on physical, logical, and virtual firewall configurations to ensure compliance.Supports FLDS security team to address any vulnerabilities and analysis/response to security incidents.Develop standards and security configurations for network equipment deployment.Researches and analyzes network security trends and equipment.Implement firewall policies for internal and external customers using best practices.

EquipmentThe Contractor shall provide the workstation used by the Consultant(s), including any required monitors and peripherals. The computer must, at a minimum, meet the following requirements:1. Must be compatible with Windows 10.2. Must have at least 16 GB RAM and a quad-core Intel CPU.3. Must have an internal hard drive of at least 500 GB (SSD preferred) that supports OPEL encryption.4. Must support simultaneous dual HD monitors and be supplied with a dual HD5. Must support TPM 1.2 or greater.6. The BIOS must be unlocked.7. All personal data must be removed from the computer in advance, as the machinewill be formatted and re-imaged per Department standards.8. Must be provided to the Department at least three (3) days in advance of the Consultant(s) reporting for work, with the matching power supply.9. Must be returned to the Department at PO term end to be formatted of all data and applications. Note: system will not be restored to its prior state. Contractor isresponsible for reloading operating systems and applications previously on the machine.10. The contract staff will be provided with a mobile phone.

Qualifications and ExperienceThe Department’s preferred Consultant Knowledge, Skills and Abilities include:Extensive knowledge of:Networking fundamentals including the OSI model, TCP/IP communications, switching and routing concepts and protocolsLoad balancing principles and best practices, F5 experience strongly desiredFirewalling concepts. Palo Alto experience strongly preferred.Cisco and Arista switches and routers and associated software platforms including NX-OS, and IOSNetwork engineering and technologies used in a large multi-tenant data center environmentProblem-solving techniquesSecurity principles and conceptsSkilled in:Packet captures tools and analysisSIEM tools, log files, data correlation and analysisNetwork diagnostic tools, including WiresharkAbility to:Process information logically and solve problemsMonitor and resolve problems with network system componentsIdentify and define network needsReceive and carry out work assignments in a timely manner following standard operating proceduresCommunicate technical information verbally and in writingEstablish and maintain effective working relationships with othersPlan, organize and coordinate work assignmentsParticipate in on-call rotation and scheduled off-hours change and maintenance activities
