Duties and ResponsibilitiesAs the manager of the Office of Employee Relations (OER) and Attendance and Leave (A&L), you will be responsible for providing strong partnerships on disciplinary processes, legal issues, investigations, conflict management, member guidance on A&L, Workers’ Compensation, and leave benefits. In this role, you will lead a team that partners with leadership, managers, and employees in working through employee issues and concerns. You will be responsible for providing policy interpretations, advising on misconduct, performance issues and investigations. You will demonstrate an understanding of Federal and State employment law and Department policy through coaching, presentations, and training. This position will also be responsible for developing well-written documents related to investigations and disciplinary matters. The incumbent will analyze key HR data and metrics to identify trends and opportunities requiring attention and remediation. Partner with Learning and Development to enhance training for employees, supervisors, and managers. Knowledge, Skills, and Abilities

Knowledge of and the ability to apply Personnel Rules and Statutes.

Knowledge of employment practices, labor relations and collective bargaining contracts as they relate to Human Resource Management.

Knowledge of Federal Medical Leave Act (FMLA) and Workers’ Compensation rules, laws and policies, guidelines as they relate to Human Resource Management.

Great active listener and advisor, exercising appropriate discretion when handling critical and confidential situations.

Superior oral and written communication skills to include the ability to speak or present effectively in front of large or small groups.

Effective interpersonal and consultative skills, including the ability to collaborate and coach others.

Ability to utilize critical thinking and judgement to analyze complex situations and develop appropriate unbiased recommendations for solutions.

Preferred Qualifications

Experience in supervising/managing subordinates.

Labor Relations and/or Employee Relations experience.

Experience in conducting negotiations, mediating and/or leading meetings.

Job Related Requirements

The position you are applying is subject to a Level 2 background check, along with Criminal Justice Information System (CJIS) clearance, to include a fingerprint-based check of the criminal records of the FBI, as a condition of employment pursuant to Chapter 110.1127, 435 and 943, Florida Statutes. Please note that, since this position requires CJIS clearance, the Department will have access to all an applicant’s criminal and juvenile delinquency records, even those that have been sealed or expunged.

General Information

The elements of the selection process may include a skill assessment and/or oral interview.

Applicants being considered for employment will be required to submit to a fingerprint-based background investigation, which will include a check of the criminal history records of the FBI. Fingerprints and associated information/biometrics will be retained in the FBI’s Next Generation Identification (NGI) system and fingerprints may continue to be compared against fingerprints submitted to or retained by NGI.

FLHSMV employees are paid once a month on the last workday of each month. All state employees are required to participate in the direct deposit program pursuant to s. 110.113 Florida Statutes.
