We offer products and services which extend along the entire Rail Electrification value chain to improve the quality of everyday life for millions of people worldwide.Position Overview:We are seeking a highly skilled and motivated Senior Bids and Proposals Manager with expertise in Rail Infrastructure, including but not limited to, wayside signaling, CBTC (Communication-Based Train Control), onboard systems, electrification, and network communications systems. The ideal candidate will have a strong background in bid and/or project management, technical writing, and strategic planning, with a keen understanding of the rail industry.Responsibilities:

Lead the end-to-end bid and proposal process for rail infrastructure projects, from initial opportunity identification to final submission.

Coordinate and navigate the approval process according to the PM@Siemens guidelines and Limits of Authority (LoA).

Collaborate with cross-functional teams including engineering, finance, legal, and sales to develop comprehensive proposals that meet client requirements and objectives.

Conduct thorough analysis of bid documents, RFPs (Request for Proposals), and RFIs (Request for Information) to determine project scope, timelines, and resources.

Manage and/or coordinate the development of technical proposals, ensuring accuracy, compliance, and alignment with client specifications.

Coordinate with subject matter experts to gather technical inputs, project cost estimates, and risk assessments.

Develop compelling value propositions and differentiation strategies to enhance the competitiveness of proposals.

Review and edit proposal content to ensure clarity, coherence, and consistency in messaging.

Support contract negotiations and contribute to the transition of awarded projects to the execution phase.

Qualifications:

Bachelor's degree in Engineering, Business Administration, or related field.

Minimum of 5-10 years of working experience in bid and/or project management within the rail industry, with a focus on signaling, CBTC, onboard systems, electrification, and/or communications is preferred.

Demonstrated expertise and a high level of understanding of industry-related products, technologies, and solutions utilized in rail infrastructure projects, including but not limited to:

Wayside signaling systems

CBTC (Communication-Based Train Control) technology

Onboard systems and equipment

Electrification solutions

Communications systems

Strong project management skills, with the ability to manage multiple concurrent proposals and meet tight deadlines.

Exceptional attention to detail and quality assurance skills.

Excellent written and verbal communication skills, with the ability to convey complex technical information in a clear and persuasive manner.

Strategic thinker with a results-oriented mindset and a track record of delivering successful proposals.

Familiarity with industry standards, regulations, and best practices related to rail infrastructure.

Proficiency in MS Office Suite, particularly Word, Excel, and PowerPoint.

Strong interpersonal skills and the ability to collaborate effectively with diverse stakeholders.

The salary may be higher or lower depending on the budget and the candidate's experience, knowledge, skills, and qualifications.
