DescriptionSAIC is seeking a Systems Engineer to join a diverse team of Department of Defense (DoD), Transportation Security Administration (TSA), other Federal Agencies, and security technology industry groups on issues related to the TSA mission space and focused on the selection, development, verification, and validation of air cargo screening solutions against emergent threats.Candidates will need to be located in Panama City, Florida or Washington D.C.The primary focus will be the application of SE disciplines towards the selection, development, verification, and validation of air cargo screening solutions against emergent threats. To include the adaptation and evaluation of existing commercial solutions. Development and evaluation of new solutions (oversee/guide requirements analysis, technology maturation, system design and integration, and testing).Responsibilities :
Develop documentation supporting the entire life cycle of transportation screening equipment.
Develop detection standards for air cargo emergent threats.
Develop alarm resolution protocols as security solutions are rolled out.
Assess mission needs, capability gaps, assess alternatives, and develop concept of operations.
Perform user needs analysis and iterative requirements elicitation spanning operational requirements to functional and technical requirements, striving for production of testable requirements content.
Gain subject matter expertise as appropriate in associated detection technologies and techniques (e.g. x-ray, Raman spectroscopy, and mass spectrometry).
Technical liaison to commercial, government, and academic partners.
QualificationsRequired Education:Bachelors and five (5) years or more experience; Masters and three (3) years or more experience; PhD and zero (0) years related experience; four (4) years of experience considered in lieu of degree.Qualifications:
Knowledge of or Hands-on experience implementing DHS AD 102 policy or Department of Defense (DoD) 5000 equivalent.
3+ years of prior experience with federal acquisition policy and hands-on requirements development.
Hands-on experience in requirements development, traceability, verification, and validation.
Ability to work in a team setting alongside a lead role in supporting the development of life cycle documentation and operational, functional, and technical requirements, producing such documents as a Mission Need Statement (MNS), Concept of Operations (CONOPS), Operational Requirements Document (ORD) and Functional Requirements Document (FRD).
Strong organizational skills and ability to manage the production of several deliverables in different project areas simultaneously. Ability to multitask and prioritize tasks.
