Description We are looking for a VP/Director of Finance to join our team in the government sector in Wilton Manors, Florida. The role involves managing the budgeting and accounting processes within our municipality and requires on-site presence from Monday to Thursday. This role offers a contract to hire employment opportunity. Responsibilities: Coordinate and implement departmental goals and objectives in line with established policies and procedures. Ensure compliance with City Code, Charter, State Statutes, and other applicable rules and regulations. Oversee the preparation of the City's annual budget, capital improvement plan, and present these to the City Commission. Monitor and analyze revenue collection for accuracy and timeliness; conduct fiscal forecasts of all revenues; and approve and control disbursements of funds for the City. Manage cash management, investment, debt issuance, and debt management functions. Administer the City’s procurement function and develop procurement policies in alignment with City Code, Charter, State Statutes, and other applicable rules and regulations. Supervise and evaluate the Assistant Finance Director and oversee the supervision of all Finance Department staff. Perform complex accounting work according to generally accepted standard accounting principles, established procedures, departmental guidelines, and regulatory requirements applicable to the work. Oversee the preparation of quarterly and annual financial statements; present fiscal reports to City Commission; and supervise and review general ledger entries, account, and bank reconciliations, purchasing, accounts payable and receivable, and utility billing operations. Provide advice to the City Manager, department heads, and other officials on accounting policies, and provide information regarding finances and budgeting. Participate in long-term planning and rate setting processes for City utilities and other enterprise funds. Serve as liaison to and coordinate activities of the Financial Advisory Board. Administer the contract of the City’s parking management firm and provide oversight of the day-to-day activities of the contractor. Requirements Minimum of 7 years of experience in a finance leadership role, preferably within the government sector Demonstrated proficiency in County Government procedures and operations Extensive experience in Government Audits, Government Grants and Government Procurement processes Sound knowledge of Government Accounting Standards Board (GASB) principles Proven experience in Annual Forecasts and Budgeting - Forecasting strategies Solid understanding of Fund Accounting Proficient in Month End Close processes Experienced in Balance Sheet Account Reconciliation Strong capability in Adjusting Journal Entries Skilled in Ad Hoc Analysis and Ad Hoc Financial Analysis Excellent leadership, team management and communication skills Bachelor's degree in Finance, Accounting or related field, Master's degree preferred Professional certification such as CPA, CMA, or CGFM is highly desirable Ability to maintain confidentiality and exercise extreme discretion Strong problem solving and creative skills and the ability to exercise sound judgment and make decisions based on accurate and timely analyses High level of integrity and dependability with a strong sense of urgency and results-orientation.
