Candidates will support the development and assessment of military line of sight (LOS) and beyond line of sight (BLOS) tactical radios and Positioning, Navigation, and Timing (PNT) systems operating in EMS challenged environments. SME will understand software defined radios, Assured-PNT, Modular Open System Architectures, and related principles of Spectrum Management, Electronic Protection, and Low-Probability of Intercept and Low-Probability of Detection (LPI/LPD), as related to radio transmissions, security, and waveforms. SME will support the US Army Cyber Center of Excellence (CCoE) at Fort Gordon, GeorgiaJob Responsibilities:Includes providing operational, systems, and technical senior executive level subject matter expertise, consulting, and analysis in the development, proposal, coordination, and implementation of current and future force tactical software defined radio development strategies and policies as affected by EMSO. Includes programs dealing with radio capabilities, programs, projects, and systems using knowledge and key performance attributes that include:Capabilities development relating to Army tactical radios, with additional focus on acquisition programs supporting Open System Architectures and C4ISR/EW Convergence.
Electromagnetic Warfare (EW) and Spectrum Management Operations (SMO) as they relate to design and employment of tactical radios and network transport capabilities supporting assured voice and data communications in contested and congested environments. This must include both “blue” EMS affects and “red” adversary/threat capabilities on tactical radios.
Capability development directly relating to Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, Reconnaissance (C5ISR)/Electronic Warfare Modular Open Suite of Standards (CMOSS) and CMOSS Mounted Form Factor (CMFF) development strategies.
Alternate Navigation and Navigational Warfare Integration (ALTNAV) program development for current and planned spectrum dependent systems and devices and network solutions to share, distribute, and improve trust in assured position, navigation and timing (APNT) information.
Develop requirements providing direct support to TR involvement in CMOSS/CMFF experimentation, developmental operations (DEVOPS), Mid Tier Acquisition (MTA) efforts, and field support for user groups.
Drafting, development, and staffing of related Joint Capabilities Integration Development Systems (JCIDS) documentation and support for concepts, doctrine, and material requirement documents to ensure EMSO issues are addressed in the tactical radio capability development process.
Identify emerging C4ISR and MOSA technologies, concepts, and capabilities.
Other duties as required.
QualificationsMinimum Qualifications:A minimum of three (3) years’ experience in at least one of the following three areas: (1) as an action officer in the defense acquisition community; (2) as an action officer in a capability development position; or as an action officer at the Service headquarters-level.
minimum of three (3) years’ experience with requirements and capability development documentation and approval processes
Undergraduate degree with a preference for major in Electrical Engineering, Physics, Engineering, Telecommunications Management, or related technical field from an accredited college or university. Additional experience may be accepted in lieu of degree as determined by the COR.
Knowledge of JCIDS
Knowledge of Joint and service EMSO organizations and their functions
Knowledge of EMSO related Army/Joint Doctrine and policies
Ability to edit documents for correct grammar and format
Knowledge in computer automation software (have a working knowledge of Word, PowerPoint, Excel, Spreadsheets, Outlook, Outlook Calendars, etc.)
Military Service Intermediate Level Education; Senior Service College or civilian equivalent is preferred.
Will complete Defense Acquisition University online courses CLR 101 Introduction to JCIDS, and RQM 110 Core Concepts for Requirements Management within the first two weeks of employment.
Obtain and maintain a Top Secret security clearance with SCI eligibility.
Desired Qualifications:A minimum of three (3) years’ experience in EMSO
Knowledge of Government developed and commercially available handheld, manpack, and small-form-fit radios (single channel, single mode, multi-channel, multi-mode) to include electromagnetic spectrum utilization, impacts, threats, vulnerabilities, transmission security, and communications security
Knowledge of Line of Sight (LoS) and Beyond Line of Sight (BLoS) tactical radio electromagnetic spectrum theory and practice
Knowledge of Government developed and commercially available positioning, navigation, and timing capabilities to include Global Navigation Satellite Systems (e.g. Global Positioning System, Galileo, COMPAS, GLONAS, etc…), Assured-Positioning Navigation and Timing (A-PNT), legacy military PNT receivers, and Alternate PNT sources to include electromagnetic spectrum utilization, impacts, threats, vulnerabilities, transmission security, and communications security
Knowledge of Line of Sight (LoS) and Beyond Line of Sight (BLoS) tactical radio electromagnetic spectrum theory and practice
Knowledge of Department of Defense Information Network Operations (DODIN OPS) and Lower Tier Tactical Army Unified Network Operation with focus on EMSO.
