This is open to current State of Maine employees with promotional status within the Department of Health and Human The Infectious Disease Prevention Program within the Maine CDC is looking for a Health Program Manager to lead the HIV/STD Program, including managing the HIV Prevention and Surveillance and STD grants, budgets, and related contracts. The HIV/STD Prevention Program coordinates community-based and clinical HIV/STD testing, outreach, and education services; disease surveillance; navigation for Pre-Exposure Prophylaxis (PrEP) and Post-Exposure Prophylaxis (PEP); and Disease Intervention Services (DIS), including case investigation, provider education, linkage to care, and data to care initiatives.As the Program Manager, you will provide vision, leadership, oversight, and accountability for all HIV/STD Prevention services. This position directly oversees a budget of about $2.5 - $3 million annually, including federal grants and State funds. The Program Manager is responsible for procurement and monitoring of contracts to deliver services, including approving invoices and payments. The Program Manager supervises five full-time staff, including embedded contractors, and provides technical assistance to community partners. Candidates with strong interpersonal, leadership, budgeting, and organizational skills will thrive.Core ResponsibilitiesAs a key member of the Infectious Disease Prevention team, your core responsibilities will include: Coordinate, implement, and evaluate statewide HIV/STD Prevention services and the related components of the Integrated HIV Prevention and Care Plan. Manage federal grants, including annual application, reporting requirements, participation in comprehensive site visits, and policy monitoring. Develop Requests for Proposals according to State procurement processes and then execute and monitor contracts for services to ensure implementation and achievement of quality outcomes. Interpret and develop policies related to HIV/STD Prevention services. Oversee program evaluation and quality improvement initiatives. Develop and maintain cost containment strategies, as needed. Collaborate with other staff, community partners, and consumer stakeholders to develop each five-year Integrated HIV Prevention and Care Plan and carry out activities. Participate in legislative and rulemaking activities as assigned. Provide community leadership and program representation at national, regional, state, and local levels. Ensure supervision, training, and development of assigned program staff. Perform other duties as assigned.Minimum Qualifications:(Entry level knowledges, skills, and/or abilities may be acquired through, BUT ARE NOT LIMITED TO the following coursework/training and/or experience).A Bachelor’s Degree in Public Health or Health Sciences, Health Education, one of the Behavioral Sciences, Public Administration, or Education -AND- three (3) years’ experience in health program planning, development, implementation, and evaluation -OR- an equivalent seven (7) year combination of education, training, and experience.Preferred candidates will also have: Previous staff management experience Excellent follow-through Strong oral and written communication skills Knowledge and experience with infectious disease, specifically HIV, syphilis, gonorrhea, and chlamydia, The ability to establish and maintain effective working relationships with a diverse group of internal and external partners Strong computer skills Strong budgeting experience Ability to work with managers and staff to identify training needs and research information on training/meeting opportunities, or to provide outreach materials for systems in need of technical assistance The ability to guide strategic discussions and help groups to reach decisions that will further the mission of the Infectious Disease Prevention Program Experience directly related to management of Federal grants and related policies and regulationThinking about applying?Research shows that people from historically excluded communities tend to apply to jobs only when they check every box in the posting.
