Qualifications ASSESSMENT FACTORS 1. Possesses experience coordinating Passage Material, publishing theater Passage Material policies, and collaborating with Command Information Operations programs to ensure CCMD equities are being protected and/or supported. 2. Demonstrates understanding of linking CI operational requirements with CCMD plans, goals, and objectives and synchronizing CI Operations requirements with other CCMDs to support CI operations globally. 3. Builds bridges and develops professional networks with supporting partners to develop holistic CI support plans and comprehensive threat stream/information flows in order to promptly react to emerging CI issues/incidents. 4. Contributes to the development of long-term goals by recommending effective strategies based on how components of the IC work together. 5. Plans and prioritizes daily workload, with minimal guidance, in support of core CI activities within their assigned element in support of collections, investigations, and operations, (including briefings, debriefings, collection, operational assessments, TSCM, and other CI services) except when the CI matter is extremely complex or involves senior personnel or equities outside of DIA. HIGHLY DESIRED SKILLS 1. Possesses experience countering, detecting, and deterring foreign intelligence entities active in the USINDOPACOM area of responsibility. 2. Relates experience managing a CCMDs and/or CI Executor’s Passage Material program to include providing comprehensive briefings to senior leaders on the risk balance associated with CI operations. 3. Exhibits comprehensive knowledge regarding the conduct of joint or combined CI operations at the strategic level. Education Additional Information DIA positions are Defense Civilian Intelligence Personnel System (DCIPS) positions in the Excepted Service under 10 U.S.C. 1601. All applicants must be U.S. citizens at the time of application. Applicants must meet the agency’s conditions of employment, to include, but not limited to, satisfactory completion of an initial special background investigation and periodic reinvestigation, completion of any required medical examination and physical requirements, completion of any required personal interviews, favorable completion of any required initial or aperiodic polygraph examinations, completion of any required drug test, satisfactory completion of a two-year Defense Civilian Intelligence Personnel System trial period, and completion of a civilian mobility agreement. All employees are required to sign an agreement not to disclose, in any fashion, classified information to unauthorized persons. All civilian employees are required to participate in the DoD Direct Deposit/Electronic Fund Transfer of Pay (DD/EFT) Program.
