Title:Director, ContractsHomeSafe will be the single global household goods movement manager for The U.S. Armed Forces, Department of Defense civilians, and their families. USTRANSCOM awarded the $20B Global Household Goods (GHC) contract to HomeSafe. HomeSafe started the Transition in late 2022. HomeSafe will begin customer focused Household Goods operations phase-in fall 2023.HomeSafe is seeking skilled employees with a passion for improving the Department of Defense customer's household goods moving experience.Work LocationNegotiable - hybrid schedule or remote may be available. (HomeSafe will be based in Jacksonville, FL).The duties of the Director, Contracts are as follow:
Oversees company performance for conformance to original proposal and maintains continual reviews to ensure that all terms and conditions are met and that the contract is in accordance with legal requirements, customer specifications and government regulations.
Managing the firm fixed rate contracting process, with potentially significant change management requirements.
Provides expertise in identifying potential contractual problems or conflicts and analyzing impact/ramifications.
Prepares and disseminates information throughout the company regarding contract status, compliance, modification, deviation, negotiation, and termination.
Focuses on continual improvement in the speed, quality, and simplicity of contract formation and management processes, without compromising compliance.
Supports Company methodologies to reduce inefficiencies and improve responsiveness.
Able to manage contract issues across HomeSafe ensuring organizational effectiveness and standardization.
Responsible for driving performance consistent with HomeSafe functional objectives.
Provides independent and objective contract evaluation.
Advises HomeSafe leadership on contractual rights and obligations and provides interpretation of terms and conditions.
Maximizes profit and cash flow while minimizing risk in the negotiation of contracts.
Contributes to the development of strong working relationships with customers, and ensures high internal customer satisfaction.
Recruits and hires employees. Supervises direct reports. Establishes individual performance goals. Reviews performance against goals. Plans, approves and implements actions for the timely development and progress of individuals. Plans and grants salary increases as appropriate. Manages discipline and documentation steps in problem employee situations. Manages dismissals.
Performs all other duties as assigned or required.
EDUCATION / CERTIFICATIONS
Bachelor’s Degree from accredited four-year college.
MBA or advanced degree is a plus.
Further demonstrated continuing education in Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), including FAR Part 12 commercial item contracts.
Must be able to read, write, speak, and understand English fluently; and
Must be a U.S. Citizen with a current, valid U. S. Passport, or ability to obtain one, and U. S. Driver's License
EXPERIENCE: 15 years experience in Federal Government contract management and administration, including 2 years leading teams or supervising personnel. Demonstrated experience in administering and managing firm fixed price and FAR Part 12 contracts.SKILLS / ABILITIES / PHYSICAL ACTIVITIES :
The candidate must be a detail oriented, proactive self-starter capable of working in a fast-paced, multi-discipline, team environment with the ability to manage competing priorities to achieve team goals.
Proven skills to include effective change management, planning, organizing, directing, and communicating, along with strong decision-making capabilities.
Excellent analytical skills – data driven, fact based, root cause-focused. Strong negotiation and conflict resolution skills to lead a team to consensus that results in positive outcomes for the company.
Understanding of litigation and claims processes and experience with legal communities.
Excellent interpersonal and communication skills – verbal, written, and listening.
Ability to interact with staff at all levels and in varying functions, from craft personnel to senior executives.
Work requires moderate physical exertion including walking to operating areas and walking up stairs.
Using computers & related software such as Microsoft Office and other common products used in office environments.
Day-to-day physical requirements may involve standard office activities including sitting/standing for extended periods of time, attending meetings, use of keyboard, mouse, monitor and various electronic resources repetitively.
