Industrial Engineers to support application of Digital Twin technology within a large complex Naval shipyard infrastructure optimization program. The Naval Sea Systems Command (NAVSEA) Shipyard Infrastructure Optimization Plan (SIOP) Program Office, PMS-555, established in June 2018, is working to recapitalize and modernize the infrastructure at the four public nuclear shipyards to include dry dock repairs, restoring needed shipyard facilities and optimizing their placement, and replacing aging and deteriorating capital equipment. Industrial Engineers will be embedded in the shipyard back shops for a 30-month duration and will work on site daily to ensure consistency of data and collaboration with the shop management and personnel. The IE team will be supplemented by Naval shipyard government industrial engineers who will work under the oversight and guidance of the client IE team. Responsibilities include:
  • Map existing shop processes associated with all fabrication, repair and overhaul activities conducted within the shop. Initial mapping will use a modified Delphi method to establish process flow and process times via interviews and surveys with shop management and subject matter experts.
  • Establish a data collection strategy and forms to be used by shop personnel to track and record process information and touch/delay times for each process step actually incurred as work is conducted.
  • Oversee the data collection by shop personnel and ensure consistency and completeness in the data. IEs will help with data analysis and support of the modeling team as they model and refine the existing processes in Plant Simulation.
  • Once data is collected and the modeling team has completed a model of the process and/or the shop floor, the IEs will work with shipyard SMEs, team engineers, and modelers to optimize the processes and shop layouts through process improvements, recommended replacement equipment and recommended new technologies.
Required Qualifications
  • Bachelor’s Degree in Industrial Engineering or a related field (e.g., Systems, Mechanical, Chemical or Nuclear Engineering) with at least 8 years of relevant experience. At least 12 years of experience in lieu of a degree
  • Experience supporting industrial/manufacturing/systems process flow data collection and analysis
  • Detailed-oriented, self-driven, able to work well within a team that supports a fluid, dynamic environment
  • Ability to think independently with minimal oversight, as well as demonstrate exceptional written and oral communications skills
  • Exemplary customer/client management skills and techniques
  • Experience with Naval Shipyard processes and systems is a plus, but not essential
  • Experience using Siemens Tecnomatix Plant Simulation to model large scale manufacturing, logistics and maintenance processes is a plus, but not essential
