THE CANDIDATE

We seek an energetic person with experience performing construction field audits and CUF reviews, tracking and analyzing DBE, MBE, WBE, SBE, EEO, construction contract compliance, and construction payment requests near O'Hare airport.

Federal regulation 49 CFR 26.55 states: A DBE performs a commercially useful function when it is responsible for executing the work of the contract and is carrying out its responsibilities by performing, managing, and supervising the work involved. The City of Chicago requires M/W/SBE certified contractors to comply with the same requirement while performing as a certified contractor on City awarded contracts.

The candidate must have strong analytical skills and experience in construction site canvassing, interviewing, forms and report design, contract compliance, graphic software interphase, and reporting. The career opportunity is for a Compliance Specialist working at a client site in the Compliance Division of an Aviation Construction Management Project.

Primary responsibilities for this position include:

Responsibilities

Scheduling and reviewing compliance on construction site jobs.

Review of federal DBE regulations and local MBE/WBE ordinances.

Performance of a CUF review is required on each certified DBE/MBE/WBE/SBE construction contractor.

Monitoring at the initiation and throughout the implementation of a project.

Performing and reviewing survey data for analytics and determination of DBE Credit.

Creating reports related to the CUF reviews and the Monthly, Quarterly and annual reports.

DBE closeout reviews incorporating CUF data into the project and contract review.

Performance of interviews in English and or Spanish.

ANALYSIS

Tracking and analyzing survey data captured from on-site interviews.

Tracking and analyzing certified payroll submissions by contractors.

Reviewing Payment Requests for companies providing construction services to capital projects.

Reviewing wage data for compliance with Davis-Bacon, contracts, or prevailing wages.

Reviewing federal and local regulations to ensure compliance.

Reviewing and interpreting contracts, project plans, and work authorizations to determine if the payment requests adhere to the agreements. Items reviewed include: labor rates and classifications, certified payrolls, M/W/DBE compliance, project plans, insurance holdbacks, change orders, retainage, and other contractual obligations.

Performing labor and hours worked calculations on all payment requests.

Analyzing data and creating templates to notify vendors of additional data needs.

Performing ad-hoc reviews and reports as may be specifically requested by the client.

REPORTING

Monthly and quarterly DBE CUF analysis and variance reporting.

Monthly, quarterly, and annual DBE/MBE/WBE compliance reporting.

Maintaining hardcopy and electronic files.

Ad-hoc reporting.

The position requires flexible on-site work hours to accomplish unexpected tasks and requests and the ability to support other project, finance, and payment functions.

Minimum Education: Bachelor's Degree or three years of related experience.

Required Experience: CUF, DBE, EEO, or contract compliance experience working with capital or construction projects.

Consulting experience and knowledge of the construction trade areas a plus.

Special Skills: Experience working with compliance systems, databases and reviewing reports. Maintains communication with project managers, project staff and vendors, Providing relevant fiscal information.

Range: $71,000 - $75,000

Location: Chicago, IL On-site (20% Remote After 90 days)
