Job SummaryUnder the direction of the Manager of Security Engineering or designee, serves as a technical expert for organizational-wide security engineering initiatives to execute the Information Security Office (ISO)'s mission and vision. Develops a set of security standards and best practices for the organization and recommend security enhancements to management as needed. Assists in the development of strategies to respond to and recover from a security breach. Assists with ISO's data forensic capabilities, cyber security research and development and the Information System Security Engineering (ISSE) programs. Assists county users with installation or processing of new security products and procedures. Performs other duties as assigned.

KNOWLEDGE, SKILLS, ABILITIES AND OTHER CHARACTERISTICSTechnical knowledge with network/application firewalls, end point security, encryption, advanced malware protection, security information and event management systems and identity, credentialing and access management. Strong knowledge of common vulnerabilities and exploitation techniques. Knowledge of application/system development methodologies. Technical knowledge of data forensic tools, processes and procedures. In-depth understanding of secure network/systems configuration management as well as networking concepts/devices. Excellent oral, written and interpersonal communication skills including the ability to document requirements, communication plans, project status reports and other relevant project-related issues. Excellent problem-solving skills and the ability to learn and understand the changing threat landscape and new industry capabilities developed to mitigate the threat. Ability to assist in the preparation of recurring reports to management to brief security posture. Ability to work independently and manage multiple projects. Ability to incorporate best practices to protect systems during the development of information system security requirements with emphasis on NIST Information Security frameworks. This position requires moderate to extensive travel to work assignments throughout Cook County.

Minimum Qualifications
  • High School diploma or General Education Development (GED) certificate

    is required.
  • Five (5) years' full-time work experience managing information security projects, technical security control architecture and design; information systems security engineering; security technology implementation; data forensic programs; security service delivery; or security application development

    is required.
  • Valid current driver's license

    is required.

OR
  • Graduation from an accredited college or university with an associate's degree or Associate of Applied Science degree

    is required.
  • Three (3) years' full-time work experience working on information security projects; technical security control architecture and design; information systems security engineering; security technology implementation; data forensic programs; security service delivery; or security application development

    is required.
  • Valid current driver's license

    is required.

OR
  • Graduation from an accredited college or university with a bachelor's degree in Electrical Engineering, Computer Engineering, and Computer Science

    is required.
  • One (1) year full-time work experience working on information security projects; technical security control architecture and design; information systems security engineering; security technology implementation; data forensic programs; security service delivery; or security application development

    is required.
  • Valid driver's license

    is required.

Preferred Qualifications
  • One cybersecurity certification such as Certified Information Systems Security Professional (CISSP) or Certified Information Systems Auditor (CISA).
  • One (1) year of full-time work experience working on information security projects, cyber security threat intelligence programs or data forensic programs.
  • Work experience utilizing National Institute of Standards and Technology (NIST); Payment Card Industry (PCI); Healthcare Insurance Portability and Accountability Act (HIPAA) laws; or Criminal Justice Information System (CJIS).
