Type of Requisition: RegularClearance Level Must Be Able to Obtain: SecretJob Family: Program ManagementGDIT is searching for a Deltek Cobra Earned Value Management (EVM) Analyst/Cost Engineer. This person will be responsible for developing and maintaining the Performance Measurement Baseline (PMB) and EV reporting on programs with an EIA-748 EVM contract requirement.The selected candidate will need to hold, and maintain a Secret Clearance. The ideal candidate for this position will possess functional knowledge with either EVMS forProject or Deltek Cobra and EIA-748 EVM compliance. They will be accountable for the following:Working with the program Scheduler Planner, Control Account Manager(s), and Program Manager, to develop and maintain the PMB in Deltek Cobra

Provide program plans to ensure contractual requirements and statement of work deliverables are captured and scheduled

Follow compliance with the current ANSI/EIA 748 standard

Incorporate contractual changes into program established control systems

Produce monthly Integrated Program Management Reports (IMPR) and Integrated Program Management Data & Analysis Reports (IPMDAR) Formats 1 – 6

Assist the team with monthly Estimate to Complete (ETC) updates

Incorporate sub-divisional or Subcontract data into a collective IPMR/IPMDAR report(s)

Implement and document monthly Baseline Change Requests (BCRs)

Perform monthly Cost and Schedule integration checks

Create and maintain internal process documentation and procedures

Ensure auditability and traceability of the cost baseline to the PMB logs

The ideal candidate will:An active Secret or higher level clearance.

Bachelor’s Degree +4 years or 8+ years of related EVM experience

Have experience preparing and maintaining EVM artifacts such as: Work Breakdown Structure (WBS), Organizational Breakdown Structure (OBS), Basis of Estimate (BOE), Responsibility Assignment Matrix (RAM), Work Authorization Document (WAD), Control Account Plans (CAP).

Experience in preparing for and participating in Integrated Baseline Reviews (IBR).

Experience conducting surveillance reviews and compliance reviews.

Possess working knowledge of Deltek Cobra or EVMS forProject.

Possess a good understanding of Earned Value Management (EVM) and industry standards (EIA 748 current version).

Have experience using MS Project, MS Excel, and MS PowerPoint.
