Coordinates and supports the retrieval and analysis of data to support clinical decision making. The Clinical Data Advisor is responsible for coordinating St. Luke’s Hospital participation in the Center for Medicare and Medicaid Services (CMS) Quality Reporting Programs and various external databases/registries/programs (i.e. Premier, NDNQI, The Joint Commission ORYX program, etc.) to ensure compliance with nationally recognized quality patient care process and clinical outcomes. The Clinical Data Advisor serves as a resource to others in the organization in understanding the impact of clinical outcomes measurement to quality, safety, peer review, performance improvement activities/programs, value-based purchasing agreements and/or public reporting mechanisms. In addition the individual provides support to the Cedar Rapids Regional Organized System of Care (OSC) and the management of populations covered under various Accountable Care Organization contracts. Duties should be action oriented and avoid vague or general statements. % of Time(annually)Key Accountability Data Analytics· Supports effective and timely data management and outcome evaluation, including data abstraction, entry, and report generation using appropriate data sources. Maintains database security and confidentiality. Using clinical and analytics knowledge, acts as a resource in the capture, display and interpretation of data that is valid, reliable, and quantifiable. Provides analytic support to identify opportunities and evaluate performance improvement initiatives across the care continuum through data mining and analysis.· Integrates data from the electronic health record, pharmacy and claims data, and data from external vendors/sources to maximize the collection of required data elements for clinical quality and safety measurement. Supports data related to the Roadmap goals and initiatives.· Maintains a working knowledge of UnityPoint Health databases and data sources to accurately and efficiently obtain quality and outcome information. Compiles reports from appropriate sources by identifying data that can be retrieved, constructing queries and importing and exporting information from clinical and financial related systems and databases (i.e. Premier, EPSI, Epic, Press Ganey). Follows established policies and procedures for release of data. Ensures the privacy and security of Protected Health Information (PHI) of databases and data submissions to outside entities.· Participates in analysis development, strategy and use of statistical techniques and methodologies to understand populations for the Cedar Rapids Region. · Assists in connecting data to quality and safety outcomes across multiple and/or cross continual projects.40%Key Accountability CMS/Joint Commission Core Measures· Maintains knowledge of the current and prospective CMS/Joint Commission regulations regarding core measures, abstraction and submission. Provides abstractors and Performance Improvement Director with timely updates from CMS/TJC regarding measure updates. · Assists with and supports case abstraction and report generation. Identifies opportunities for improvement and assists stakeholders with performance improvement.· Manages and provides data from the CMS QualityNet website and TJC website. Communicates and/or provides PI Director and other stakeholders with reports, notifications, updates and other communications, including ORYX measures. Enters aggregate data for annual measures into QualityNet. Coordinates with Premier to provide them with necessary information.· Acts as a key liaison with Premier for data management and integrity.20%Key Accountability Population Health Analytics· Supports data management and reporting for quality and safety utilizing specified databases and other resources as needed for the Accountable Care Organization (ACO) and other value-based contracts as part of the Organized Systems of Care (OSC) for the Cedar Rapids Region.· Uses clinical analytics knowledge and appropriate statistical methodologies to create, analyze and trend population health data through appropriate systems/databases.10%Key Accountability: Patient Experience· Supports data management and reporting for patient experience utilizing specified databases and other resources as needed. Thereafter, the certification is maintained through the duration of employment in this role.· Maintains knowledge regarding current performance improvement, regulatory and accreditation standards, best practices, and guidelines/recommendations from professional organizations.· Demonstrated skills in computer and Windows software applications.Other:· Use of usual and customary equipment used to perform essential functions of the position. · Work may require occasional travel to other UPH facilities.
