Turner and Townsend is looking for an Onsite Procurement Manager - Turnover to work on large scale ground-up Engineering-Procurement-Construction project that requires exceptional talent. The product portfolio is expanding with never-built-before production lines, and requirements demand cell production volume at a scale which was once thought to be impossible to reach. Required commitment is that you bring in your passion for advancing energy sustainability, your desire to work on difficult problems pushing the limits, your willingness to value team success beyond your own, and your unwavering positive attitude towards sustained hard work.ResponsibilitiesContractor oversightDevelop equipment purchasing strategy for procurement construction phaseDevelop bulks purchasing strategy for Project Director approvalDraft purchase and material management planStress test contractor purchase strategy against best-practice (e.g., low-cost purchasing, standardized specifications)Implementing Worldwide/Regional/Country agreements, as necessary, to consolidate suppliers/spend.LogisticsDevelop plan to ensure timely delivery of all items, especially long-lead and critical path itemsWork with freight forwarder to ensure all key export/import/transient documents/permits are in place and correctProvide input to cost estimator/cost control regarding freightOrganize detailed delivery of all key items if not being handled by contractorMonitor and report delivery of all items to ensure none become critical, especially long-lead and critical pathSupport/Lead a strategic sourcing approval process.Expedite all vendors that are falling behind on either drawing or equipment deliveryWork on “Lean” initiatives and identify other sourcing efficiencies via benchmarking, VA/VE (Value Analysis/ Value Engineering), competitive quotes and resourcing.Negotiate, evaluate, and issue PO’s (Purchase Order) and Work Orders for construction commodities.PurchasingIdentify all potential vendorsIdentify or gather list of critical-path itemsMaintain and pre-qualify vendors from a financial health point of view (Envision legal/procurement department) and maintain AVL (Approved Vendor List) for projectInterface with central procurement (where relevant) to ensure effective purchasing strategy and use of low-cost contractsIssue RFQ’s (Request for Quotations) and purchase ordersSupport the purchase order closeout process including reconciliation of material receipts, billings, changes, and paymentsEnsuring commodity spend is managed efficiently and effectively and within contract complianceParticipate in claim resolutionPrepare commercial bid evaluations and make recommendations to the Project DirectorStaffLead and mentor a team of procurement professionals.
