1.5 Years+ Description/Role The Office of Technology Services (OTS) was established as a means of recognizing cost savings through the consolidation of State IT assets and resources. The creation of OTS consolidated a wide variety of existing hardware platforms, operating systems, database management systems, networks, third party software, and custom applications.OTS leads the State’s technology procurement process in order to standardize technology over the entire organization, seek efficiencies of operations, maintenance, and scalability of new products introduced to the OTS suite of services which can eventually be offered to all in-scope agencies.

Engagement OverviewProvide day-to-day support for all current legacy Louisiana Workforce Commission (LWC) applications. Design, develop, code, etc. new applications as needed. Design web applications as needed. Maintain and support mainframe application environments. Analyze existing code to translate to contemporary language code for LWC requirements. Assist with OTS/LWC initiatives to modernize and automate.

The scope of the proposed services will include the following:

Six (6) - Application Programmer
  • Designs, codes, compiles, tests, debugs and documents new and existing web applications, maintenance and support of existing applications.
  • Participates by providing feedback and detailed design and implementation approaches in all necessary team meetings and design sessions in accordance with delivery (Agile, etc.) ceremonies.
  • Monitor, review and audit performance of the software and make performance improvements.
Skills/Experience Required

Expertise and/or relevant experience in the following areas are mandatory:
  • Distributed, web-based solutions
  • SQL Server
  • Leading engineering teams
  • Experience as a Solution/Enterprise/Applications/Integration/DevOps Architect
  • ASP.NET MVC
  • C#
  • Entity Framework
  • Three (3) years’ minimum experience working in the application development field

Expertise and/or relevant experience in the following areas are desirable but not mandatory:
  • ASP.NET Core
  • Entity Framework Core
  • VueJS
  • Bootstrap
  • SSIS
  • IIS
  • Scrum Methodology
  • FileNet
  • Distributed Design Systems (SOA/Microservices)
