Governor/DCRT Secretary Function as chief executive officer for the Office of Cultural Development; Ensure that the statutory purpose of the agency is met; Serve as the agency's appointing authority; Provide leadership for staff; Provide leadership for agency planning; direct long-term and short-term agency plans; Function as chief OCD liaison to the Lt. Governor/Office of the Lt. Governor; Oversee all agency programs, services, activities, and communications; Oversee federal grants and partnerships for the agency; Supervise the Deputy Assistant Secretary; Oversee OCD's work with related state boards and commissions (Arts Council, Folklife, Atchafalaya National Heritage Area, Antiquities, National Register, et al); Serve on state boards and commissions in an ex-officio capacity as dictated by law and/or policy; Direct/manage special projects, as assigned by the LTG/OLG (special reports, talking points, outreach, etc.); Legislative director for OCD (includes development of legislative initiatives, testimony, monitoring of legislation); represent the agency to the Legislature as needed; Manage OCD relations with constituent organizations; Oversee and make decisions on OCD budget matters; As appointing authority, oversee and make decisions on agency level HR matters; Give speeches and presentations on behalf of OCD; Engage in regional and national board service on behalf of agency (NASAA, South Arts, et al); Make Percent for Art program determinations, exemptions, etc. (as per statute); Serve as State Historic Preservation Officer (oversight, policy, handling sensitive preservation issues); Convene OCD staff meetings as needed; Seek public and private funding for agency activities; Consider and make decisions on policy matters for the agency; Direct and manage cross-disciplinary stakeholder convenings, discussions (culture connection, et al); Oversee OCD website and publications (agency level); approve publications prior to release; Approve program guidelines and policies (agency level) prior to release; Assume lead on executive level relationship development with national and regional arts and culture organizations; Apprise the Lt. Governor and Deputy Secretary of opportunities and challenges related to OCD's work; All other duties as assigned by the Lt. Governor and/or Deputy Secretary. Work cooperatively with Executive Management Team toward OCD and DCRT goals. This work includes, but is not limited to, the following: Executive Management Team meetings, retreats, inter-agency planning, et al. Pro-actively work with Executive Management Team members to integrate OCD’s work into other agency initiatives; develop inter-agency partnerships. Carry pertinent information from Executive Team Management to OCD and back. As needed, serve on CRT teams and task forces to assist in implementing key projects. Manage OCD's partnerships with the Louisiana Partnership for the Arts, Louisiana Citizens for the Arts, Louisiana Cultural Economy Foundation, Preservation Action Council, Louisiana Main Street Managers Association, local governments, and others, as needed. Manage OCD's work with regional and national arts and culture service agencies (National Endowment for the Arts, National Assembly of State Arts Agencies, South Arts, National Park Service, National Trust for Historic Preservation, and others.). Connect the Lieutenant Governor to opportunities to interface with external stakeholders as appropriate. Serve as a representative and spokesperson for Louisiana culture, as warranted. Work with OLG/DCRT Communication Director to ensure that OCD is aligned with Department messaging. Be available and prepared to represent OCD to the media as needed.
