The Deputy General Counsel CSE performs highly responsible professional and administrative duties, assisting in all CSE legal activities of DCFS and assisting the General Counsel in supervision, organizing and coordinating all CSE legal matters in which the agency has an interest or is a party.This position may be filled as a probational appointment or a job appointment that may last up to 48 months. Job appointments may convert to probational appointments. May testify on the same before legislative committees and other tribunals.Prepares and reviews the preparation and negotiation of departmental contracts, requests for proposal and other legal documents.Plans, organizes, directs and controls work activities of the division as assigned by the General Counsel.Develops or assists in the development of budget recommendations for the division.Coordinates the selection and assignment of subordinate staff, identifies staff development needs and assures that training is obtained.Prepares and may review the preparation of briefs and other activities incidental to litigation and court work.Assists the Workers' Compensation Chief Judge with administration of the Hearings Division of the Office of Workers' Compensation, and with supervision of the Workers' Compensation Judges, Mediators, and staff.Assists the Workers' Compensation Chief Judge with the development, implementation and monitoring of programs, policies and procedures of the Hearings Division.Assists in the preparation of manuals governing the procedures and operation of the offices.Represents the agency at meetings and conferences with federal agencies, other state agencies, political subdivisions, advisory groups and other employer/employee organizations in the absence of the Workers' Compensation Chief Judge.Speaks at seminars and conferences on Workers' Compensation issues as needed. Assists the Workers' Compensation Chief Judge in maintaining a record of all written decisions of the Workers' Compensation Judges and in compiling and disseminating them to the district offices.Assists the Workers' Compensation Chief Judge in reviewing the quality and correctness of decisions rendered by the Workers' Compensation Judges and makes recommendations concerning training as necessary.Acts as a legal resource to the public by replying to complex inquiries from employers, employees, legislators and other public entities concerning official procedures, interpretations and policies of the Office of Workers' Compensation.Drafts and makes recommendations concerning new legislation relating to the programs within the Hearings Division, reviews and recommends changes to the Hearing Officer Rules and Regulations as necessary.Conducts complex legal research and renders legal opinions for use by the Workers' Compensation Chief Judge and district offices.Plans, organizes, directs and controls work activities of the Hearings Division as assigned by the Workers' Compensation Chief Judge.Travels to district offices around the state in order to accomplish the above mentioned duties.Carries out such other general responsibilities and special projects as may be delegated by the Workers' Compensation Chief Judge.Louisiana State Government represents a wide variety of career options and offers an outstanding opportunity tomake a differencethrough public service.
