This position is one of two Human Resources Specialists responsible for managing the DOTD HR Data Quality Management (DQM) Program for the agency's six offices, which include the Office of the Secretary, the Office of Management and Finance, the Office of Operations, Office of Engineering, Office of Planning, and Office of Multimodal Commerce and encompass 4,300+ positions. This includes auditing all personnel actions and pay changes entered in LaGov HCM, as well as authorized actions in the NeoGov/ LA Careers system to ensure data quality management statewide. The incumbent is also responsible for ensuring all actions comply with DOTD policies and procedures, Civil Service rules and standards, and Federal and State laws relative to this program area, while ensuring excellent customer service. The incumbent focuses on increasing the effectiveness of assigned program and ensures implementation of improvement plans. The incumbent systematically evaluates results and recommends adjustments when necessary. Extensive knowledge of the LaGov HCM and NeoGov/LA Careers systems is required to ensure accountability, efficiency, and integrity of data. Provides technical assistance as needed to District/HQ HR on personnel data-entry related matters. Audits all actions entered in HCM biweekly to allow for correction as necessary prior to the following payroll run, as well as oversees procedures for retroactive processing of actions. Reports corrections needed and follows-up to ensure corrections are made in HCM, LA Careers, and on all supporting documentation provided by District/HQ HR staff. Ensures that District/HQ HR staff process actions consistently according to set guidelines and use correct forms. Resolves discrepancies with Civil Service or other control agencies pertaining to all such actions.Collaborates with HQ Staffing Unit and District HR Unit management, and travels to District HR offices to provide in-depth analysis, support, and technical assistance as needed.
