Minimum QualificationsMINIMUM QUALIFICATIONS: Possession of a high school diploma or GED plus two years of experience in a residential, correctional, mental health, or group home setting with responsibility for one or more of the following: rehabilitation of delinquent youth, clinical care, custody, or security. OR Two years of experience in Probation and Parole. SUBSTITUTIONS: One year of continuous employment in any field of work will substitute for the high school diploma or GED. NECESSARY SPECIAL REQUIREMENT: Must have attained eighteenth birthday at the time of application. An applicant who has been convicted of a felony or who is under indictment on a felony charge will be disqualified until relief from the disabilities imposed by state and federal laws is granted. In accordance with the Prison Rape Elimination Act (PREA) (Part 115:17) of Title 28 of the Code of Federal Regulations an applicant who has been found to have engaged in any form of sexual abuse; engaged in sexual activity in the community facilitated by force, overt or implied threats of force, or coercion, or if the victim did not consent or was unable or refused will be disqualified. Job ConceptsFUNCTION OF WORK: To ensure that security and therapeutic intervention is accomplished in accordance with the overall goal of evaluating and/or treating youth judicially remanded to the facility.LEVEL OF WORK: Supervisor.SUPERVISION RECEIVED: General from the Juvenile Justice Specialist 5 or other higher level official.SUPERVISION EXERCISED: Direct over the Juvenile Justice Specialist 1, 2 & 3. LOCATION OF WORK: Office of Juvenile Justice. JOB DISTINCTIONS: Differs from the Juvenile Justice Specialist 2 in that supervisory functions are exercised.Differs from Juvenile Justice Specialist 5 in that the scope of the supervisory function is limited to a particular unit.Examples of WorkEXAMPLES BELOW ARE A BRIEF SAMPLE OF COMMON DUTIES ASSOCIATED WITH THIS JOB TITLE. NOT ALL POSSIBLE TASKS ARE INCLUDED.Supervises and directs staff in the provision of a secure environment.Maintains locked doors and gates as per facility policy.Follows facility policies in control and prevention of contraband on facility grounds (this includes youth, employees and visitors).Monitors youth movement and provides youth count as per facility policy.Makes security checks of buildings, grounds, fences, doors and gates to ensure that the integrity of security is intact; refers problems and/or deficiencies to proper authority.Follows procedure for searching youth, living quarters, etc. to control contraband and avoid litigation.Maintains security and follows instructions in handling emergency situations such as riots, fire, etc.; maintains a level of functioning which does not induce panic among youth or employees.Institutes security measures when escorting youth inside and outside facility.Responds to order to report to duty during elopement (or other unusual occurrences) and mans duty stations as assigned.Supervises those youth assigned to his/her area and contributes toward creation of an atmosphere that is conducive to treatment.Keeps youth records, etc. on all youth in his/her unit.Assists with all routine clinics, details, and laboratory work for youth (under the guidance of the medical staff).Accompanies youth to recreational and occupational therapies and all off-the-facility activities to provide security and therapeutic assistance.Participates and assists clinical treatment team members with groups of youth in therapeutic activities.Participates as an active member in treatment team meetings, advising others about observations and recommendations.Maintains adequate records for each youth in their assigned area for unusual happenings, such as side effects from drugs, behavior problems, eating and sleeping problems or, suicidal or homicidal attempts or threats, and any elopements or any attempts of elopements.Maintains a safe and sanitary environment for youth by assisting in the cleaning of the physical surroundings, furnishings, and equipment, and other items in the unit.Completes performance planning evaluations and identifies educational programs which will enhance the subordinates' job abilities.Provides on-the-job training or assigns individuals to appropriate educational programs as needed.Documents employee problems and refers to Juvenile Justice Specialist 5 for action.Assesses and completes security assessment forms on youth; utilizes this means to direct subordinates and other staff members in regard to security considerations for individual youth.Participates in educational programs (either in-house or outside facility) as assigned, to increase knowledge base and job skills.Incumbents are subject to twenty-four hour call.Consults on a regular basis with Juvenile Justice Specialist 5 regarding problems on his/her assigned area and for direction in solving problems.Performs any related duties as assigned.
