Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience tosubstitute for the baccalaureate degree.Graduate training in business administration, public administration, public relations, criminal justice, accounting, engineering, law, or statistics will substitute for the required experience on the basis of thirty semester hours for the one year of experience.NOTE:Any college hours or degree must be from an accredited college or university.Job ConceptsFunction of Work:To plan, prioritize, implement, manage, and monitor statewide highway safety related programs and projects, and to provide technical assistance to contracted agencies and individuals.Level of Work:Experienced.Supervision Received:Direct supervision from the LHSC Program Coordinator 3 or DOTD Highway Safety Administrator.Supervision Exercised:Functional over statewide programs and projects.Location of Work:Department of Public Safety, Louisiana Highway Safety Commission (LHSC), and Department of Transportation and Development (DOTD), Highway Safety Section.Job Distinctions:Differs from the LHSC Program Coordinator 2 by the absence of responsibility for more complex, independent and technical programs and projects.Examples of WorkImplements and evaluates LHSC or DOTD Highway Safety policies that affect how statewide highway safety programs are developed, managed and evaluated.Researches federal and state laws and regulations governing the expenditure of federal highway safety funds for implementation of statewide programs and projects. Uses gained knowledge of federal and state highway safety program operations to implement statewide policies and procedures that will have a positive impact on reducing statewide traffic fatalities and injuries.Assist in the development, implementation, evaluation and revision of the LHSC Strategic Plan or the DOTD Highway Safety Section Strategic Plan.Assists in coordinating with the Louisiana Highway Safety Commission, Louisiana State Police, Operation Lifesaver, Federal Highway Administration, Federal Motor Carrier Administration, National Highway Traffic Safety Administration, and other safety advocacy groups on all non-construction highway campaigns and programs.Consults with representatives of the U.S. Department of Transportation - National Highway Traffic Safety Administration (NHTSA) or Federal Highway Administration (FHWA) regarding the development and implementation of the projects and programs included in the annual LHSC HSP, DOTD Highway Safety Improvement Program (HSIP), Louisiana Highway Safety Strategic Plan and the management of the federal funding received from NHTSA or FHWA.Assist in the preparation and distribution of the LHSC Highway Safety Program Annual Report that outlines highway safety activities to the Governor, state legislators, NHTSA, and various state and local agencies.Implements and evaluates monitoring policies and procedures to ensure that all contracted projects comply with federal and state laws and requirements.Assist with the coordination of DOTD and the Metropolitan Planning Organizations (MPO) to ensure that highway safety is considered in the Transportation Improvement Plan (TIP) and the Long Range Transportation Plans.Aids in providing guidance, direction, and supervision over the planning and development of highway safety programs at the state, regional, and local level and ensures Safety Conscious Planning is considered at the MPO level.Louisiana State Government represents a wide variety of career options and offers an outstanding opportunity tomake a differencethrough public service.
