Position: Project Manager 3 Duration: 1 year Location: Augusta ME-remote until after covid Job description: We are currently recruiting for a Project Manager to provide Project Management Services to the Department to enact the P20W LDS grant work. This position will work in tandem with the project director to ensure all 6 grant outcomes are tracked and completed through the grant lifecycle along with reporting project status, and other key assets to the PMO. This includes working with the department Application Development group to ensure work is recorded in the backlog and is put into sprint cadences when needed. Further, this position will work with the selected vendor, eScholar, to ensure the P20W Data warehouse infrastructure is stood up, the APIs for the various data exchanges are coordinated with other departments as needed and the Generate project is shifted from on prem to a cloud hosted environment. Additionally, the project manager will work closely with the OIT technical teams to ensure that all OIT and State of Maine policies are followed, and requirements are met. Top 3 Skills: Prior Experience managing large Data Validation, Data Warehouse, and Data Visualization projects Solid experience managing Agile projects. (Scrum Master and Agile Project Management Certifications are a plus) Experience with Organizational Change Management and PMP Certification is a plus Responsibilities Utilizes strong project management skills and the corporate standard system development methodology (or other industry methodology) to manage assigned projects. Identifies project stakeholders and manages communication with the project stakeholders. Delivers results for project initiatives within established timeframes and quality measures. Develops and implements communication and reporting mechanisms to manage issues, risks, and timely delivery of initiative results. Consults with business leaders to translate a project idea into a defined project with goals, objectives, and scope. Translates project goals/objectives into a defined future state and project success measures that can be understood by project stakeholders, project team and others. Ensures business needs and objectives are effectively captured in functional and non-functional business requirements for a system and/or process/workflow and traces delivery of requirements through testing and final implementation. Identifies resources needed, negotiates with people managers as required to lead project teams, ensuring clarity of project roles and responsibilities, so that all project plans are completed within defined timeframes, meeting objectives and strategic goals. Provides regular executive-level updates on assigned projects to Department, PMO, and OIT leadership Manages project quality through activities such as conducting appropriate reviews, obtaining approvals, taking corrective action when necessary, with mentoring by a more experienced project manager, if applicable. Proactively establishes and maintains cooperative, productive partnerships on current project/deliverables. Promote the benefits of change and act as a catalyst for change within the organization, as well as adapts to changes imposed by others Organizes and guides the activities of the project team to meet deliverables and commitments on time. Ensures that project member's time and experience is well utilized. Recommends alternatives/options to minimize any schedule delay. Ensures that project documentation is complete and current Shares project experience/knowledge and mentor others to help build project management skills
